In order to prevent <br />excessive dust pollution or li::er problems, the borrow operations <br />shall discontinue at any time when average wind speeds are in <br />excess of 30 miles per hour for a period of one hour or more and <br />the landfill operation shall discontinue at any time when average <br />wind speeds are in excess of 40 miles per hour for a period of one <br />hour or more. <br /> <br />Weeds/Maintenance. Weeds and other unsightly or noxious vegeta- <br />tion shall be cut or tri~uned as may be necessary to preserve a <br />reasonably neat appearance of the site and to minimize seeding on <br />adjacent property. <br /> <br />Control of Operations. Ali grading and borrow hauling operations <br />shall be completed so as to minimize noise, safety and dust <br />concerns to adjacent residential properties. <br /> <br />$ <br /> <br />Stockuiled Materials. Stockpiled cover material shall be stored <br />at a height of no~ greater than 10 feet with adequate erosion, <br />sedimentation, and dust control measures in place to assure that <br />there is no pollution of any water body or water course, health <br />hazard or nuisance. No more than 50,000 cubic yards of material <br />may be stockpiled at any one time on each of the East and West <br />Borrow Areas as depicted in the North 80 Borrow Area plan dated <br />October, 1988. <br /> <br />10. Cover Vegetation. Reclaimed graded or borrow areas shall be <br /> surfaced with soil of a quality as would be conducive to good turf <br /> establishment. Such required 'topsoil shall be planted with <br /> legumes and grasses. Such planting shall adequately retard soil <br /> erosion. <br /> <br /> !1. Limit of Borrow Excavation. Grading within the borrow areas shall <br /> maintain a miniml~m depth of 6' above the water table. <br /> <br /> !2.'~ Restoration Perfo_--mance Bond. A performance bond in the amount of <br /> / <br />~.t $7,500.00 per five acres of prope~y to be excavated shall be <br /> filed with the City to cover any screening, buffer and turf <br /> establishment costs incurred in the borrow area restoration plan. <br /> This bond shall be kept current until the grading and excavation <br /> operation is finally completed. <br /> <br />PROPOSED ROADWAY. <br /> <br />13. Conveyance of Richt-of-Wav. Wq~f_.i shall convey to the City fee <br /> title to an 80 fooz road right-of-way as generally shown in their <br /> submittal plans within one hundred eighty (180) days following the <br /> daue of the execution of this CUP. The actual alignment shall be <br /> subject to approval by the City. ~-~i shall coordinate the final <br /> alignment and crades, with the city. Engineer to m~m_ze~ impacts_ ~.~ <br /> wetlands and to comply with applicable we,!ands re.cu!aticns. <br /> <br /> <br />
