21. On-Site Litter Control - Temporary Fencing. Litter control fences <br /> shall be placed around the working area(s) of the landfill to <br /> prevent the blowing of paper on or off site. WKMI shall assign <br /> employees to inspect the landfill site and shall police and clean <br /> up the areas where litter accumulates. Ail materials subject to <br /> movement or blowing by the wind, or which may cause a nuisance <br /> through decomposition, shall be covered with cover material <br /> promptly after disposal and no later than at the end of the <br /> working day. <br /> <br />22. Traffic and Off-Site Litter Control <br /> <br />(a) Traffic. WMMI's refuse and borrow haul vehicles shall utilize <br /> Highway 10 and Sunfish Lake Boulevard (County Road 57) exclusively <br /> when traveling to and from the landfill. 'WMMI shall communicate <br /> and attempt to ensure that non-owned vehicles traveling to the <br /> landfill utilize these same roads. Vehicles with local haul <br /> routes in the City may utilize local roads as necessary to serve <br /> local routes. <br /> <br />(b) Litter Control. W~M! shall be responsible for removing litter <br /> which is along Sunfish Lake Boulevard caused by Vehicles using the <br /> landfill. Litter removal activities shall be instituted promptly <br /> following information of such accumulation. In the event WFLMI <br /> fails to remove litter within 24 hours of notice of accumulation <br /> of litter by the City, the City may cause such litter to be <br /> removed. The City shall bill the cost of such removal to WI~Z~I, <br /> and payment shall be remitted within 30 days of the date of <br /> such billing. Visual checks for litter accumulation shall be made <br /> at leas= once daily by employees of WI~[I. <br /> <br />23. Small-Load DumDin= Site. WM~! shall, during all hours of <br /> operation, maintain and operate a place for the dumping <br /> of small loads by pickup trucks, cars, and trailers from May ! to <br /> June 15 and from September 15 to October 31 each year. This <br /> site shall be located and operated wi~h due regard for <br /> the nature of the vehi=les bringing such loads, and the no_--ma! <br /> frequency of such dumping. <br /> <br />24 Land~ E~-~uiument '~1 <br /> ...... ~.=_ ec~iument and vehicles ~~ed at the <br /> Landfill Site shall be periodically inspected an~ ~aintained %o <br /> minimize noise. Applicable state standards for noise pollution <br /> may not be exceeded by ~he Landfill opera=ion, e_c/uipment, vehicles <br /> or machinery. <br /> <br />25. Pest Control. Insects, rodents and birds .on t!._ _i~_ shall be <br /> con~ro!!ed and exte!-mina~ed as needed and addi~iona! con~ro! may <br /> be directed by ~he City Inspector subjecu to all applicable laws, <br /> rules an~ re~a!ations. <br /> <br />5 <br /> <br /> <br />
