i
I
I
!
I
I
I
I
I
I
I
i
!
!
!
i
I
I

In March of 1990, a petition was received by the City to pave the
southerly portion of Bison Street between the plat of Trott Brook
Ridge and 171st Avenue N.W. A feasibility was prepared and a
hearing was held to pave the southern portion of Bison Street as
a through street. It was also decided to bid and construct the
projects at the same time to obtain better bids.

At the hearing for the southern portion of Bison Street, residents
objected to a through street and petitioned for a cul-de-sac
street. Therefore, new costs were prepared and a second hearing
was held regarding construction of Bison Street as a cul-de-saco

On July 24, 1990, a resident on the north end of Bison objected to
paving of Bison and stated that the residents had not been properly
informed on the procedure of petitioning to stop a project.
Therefore, the City Attorney and city Council determined that it
would be in the best interest of the residents and City to stop
both projects and ordered a study which would cover the entire
length of Bison Street between Trott Brook Ridge and 173rd Avenue.

EXISTING CONDITIONS

The present street consists of a rural street section with a gravel
and sand surface approximately 21-26 feet in width. The depth of
the gravel surface was found to be between two and three inches.
The width of the right-of-way is 66 feet. However, right-of-way
for the south end of Bison Street beyond the turnaround does not
exist and would have to be acquired to extend Bison Street as a
