Final Plat Review: Letendre Addition <br />December 4, 2003 <br />2 of 3 <br /> <br />the right-of-way alignment that would be necessary for the future extension of 171st Avenue <br />N.W. to the west side of Tiger Street. Therefore, the applicant has reconfigured the minor <br />subdivision to include Lot 3, Block I, Tranby Terrace 2nd Addition and received a variance to <br />plat 3 lots within the 579 feet of frontage on Tiger Street versus the 600 foot required. <br /> <br />Location of Existing Structures: There are existing homes and accessory buildings on Lots 2 <br />and 3. All of the structures meet required setbacks from property lines with the exception of a <br />small storage shed on Lot 3. The sketch plan identifies that the shed is 1.6 feet off the property <br />line; the required setback is 10 feet. The development agreement will require removal or <br />relocation of the shed to bring it into compliance with City Code. <br /> <br />Drainage: No grading plan has been required for this plat. The development of the new lot <br />created will require ensuring positive drainage for any future structures constructed. <br /> <br />Easements: The standard 10 foot (5 feet along common boundary lines) drainage and utility <br />easements are provided around the perimeter of all three lots. A wetland exists on the northern <br />corner of Lot 2. This lot is over 10 acres in size and according to City Code, the wetland does <br />not have to be delineated by a certified delineator. However, Staff is recommending that the <br />unofficial wetland delineation shown on the plat be encumbered with a drainage and utility <br />easement as proposed. <br /> <br />Soils: The soils contained within the plat belong to the Nymore grouping which have slight to <br />moderate limitations for on site septic systems. There are sufficient areas of these class 1 soils on <br />each lot that an original and replacement soil absorption site should be available. <br /> <br />Access to Lots. The subdivision is not proposing construction of new streets into the plat. The <br />two existing homesteads currently have access to Tiger Street and the newly created lot will also <br />access Tiger Street N.W. <br /> <br />Utilities: All lots will be served by on-site septic system and well. <br /> <br />Park Dedication: The sketch plan was reviewed by the Park Commission on November 13 and <br />was tabled for further information. The Park Commission reviewed the plat again on December <br />4 and recommended a cash payment to satisfy park dedication requirements. The plat wilt be <br />subject to the f~e in effect at the time of final plat approval. The current rate is $1,800.00 for <br />each new lot created; existing homesteads are exempt from the fee. The park dedication fee must <br />be paid in full prior to the City releasing the plat for recording. <br /> <br />Trail Fee: The City has established a trail development fee at a rate of $475 per unit; existing <br />homesteads are exempt from this fee. The plat will be subject to the trail fee in effect at the time <br />of final plat approval. This fee must be paid prior to the City releasing the mylars for recording. <br /> <br /> <br />
