Case tt4 <br /> <br />Request for an Interim Use Permit to allow for outside storage in the E-2 <br />Employment District; Case of Bruce Volk <br /> <br />Public Hearing <br /> <br />Vice Chairperson Johnson opened the public hearing at 7:14 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Wald advised that Bruce Volk of B & A Cylinder has submitted an applicatioh <br />for an Interim Use Permit to allow for outdoor storage of Recreational Vehicles (RV) as a <br />secondary principal use on the property located at 14165 Ramsey Boulevard. Mr. Volk is <br />operating a manufacturing facility as the principal use on the subject property, and has also been <br />storing RV's on the property. <br /> <br />Associate Planner Wald stated Staff is recommending the Interim Use Permit be limited to two <br />years. It is Staff's opinion that since the property is located immediately adjacent to the Town <br />Center site, allowing the property to be utilized for both manufacturing and outside storage <br />would appear to be an acceptable use during the beginning stages of Town Center construction. <br />She added Staff is also recommending that the applicant install a Class V surface where the RV's <br />will be stored and maintained in an orderly manner. <br /> <br />Citizen Input <br /> <br />Vicki Volk indicated she is the owner of the property. If the permit is limited to a two-year <br />period, it is not economically feasible to apply Class V to the RV parking area. She asked if it <br />would be possible to limit the storage to behind the building without the Class V installation. <br /> <br />Ms. Volk asked why other businesses are allowed to park on other than Class V material. <br /> <br />Community Development Director Frolik indicated other businesses on Highway 10 that are still <br />parking on crushed rock or some other surface are grandfathered in. She stated any new <br />development or expansion requests are required to have paving or concrete. <br /> <br />Ms. Volk discussed her opposition to the 2 year term limit staff is recommending. <br /> <br />A representative of RV World indicated he is the one that stores vehicles at B&A Cylinders. He <br />stated that B & A is trying to help with the overflow during their busy season. He stated there <br />were some complaints at B&A about how the RV's were parked, and he agreed they were parked <br />a little haphazardly. He indicated the investment for Class V would be fine for five years, they <br />knew they could get that many seasons out of it. But he thinks in two years, with the Ramsey <br />Town Center going up, the City will not want storage of RV's across from the Town Center. He <br />asked if they could keep the RV's behind the building in a nice, neat, orderly fashion, and out of <br />site as much as possible, as it would be a better investment for them if no Class V were required. <br /> <br />Planning Commission/November 6, 2003 <br /> Page 6 of 17 <br /> <br /> <br />
