Public Hearing

Vice Chairperson Johnson opened the public hearing at 7:30 p.m.

Presentation

Community Development Director Frolik advised the 2001 Comprehensive Plan shows the
property south of Highway 10, west of the wayside rest area as Low Density Residential. During
the Public Hearing to implement the Comprehensive Plan changes, the property owners brought
forward their concerns regarding changing their property to R-1 Residential zoning, suggesting
that business was a better use of the Highway 10 property than residential. The Planning
Commission tabled action on the rezoning and directed staff to forward the matter to the City
Council for its consideration.

Community Development Director Frolik explained the City Council reviewed the matter at their
June 10, 2003 work session. After discussing possible appropriate uses for the property, the City
Council directed staff to draft a comprehensive plan amendment to change the northern third of
the properties to Places to Shop and the southern portion to Low Density Residential. She
indicated another public hearing was held on August 7, 2003, after which the Planning
Commission decided to recommend that the Comprehensive Plan be amended to have the upper
third of the properties be designated as Places to Shop (Commercial) with the remaining two-
thirds of the properties remaining as residential.

Community Development Director Frolik further advised that on August 26, 2003, the City
Council tabled consideration on the Comprehensive Plan Amendment request to a City Council
work session in order to consider designating the land as Mixed Use. The City Council met on
October 7, 2003 in work session to discuss the possibility of designating the parcels under
discussion to Mixed Use. Consensus from the discussion was that the Staff should bring forward
a Comprehensive Plan Amendment to designate the land as Mixed Use. She indicated Staff is
recommending approval of the Comprehensive Plan Amendment.

Citizen Input

Mike Leary, representing Dennis and Bonnie Cobey, indicated this is exactly what they wanted to
see. He stated a lot of people think that because the land is between the Highway and the river,
mixed use is the best use, and it will give the Planning Commission the power to say yea or nay.
He indicated they already have studies done on a board and care facility, and support making this
mixed use.

Adjournment

Motion by Commissioner Van Scoy, seconded by Commissioner Brauer to close the public
hearing at 7:33 p.m.

Planning Commission/November 6, 2003
