plat. The purpose for the contingency was to provide Mr. Letendre opportunity to reconfigure lot <br />lines in order that he could gain control of the future right-of-way alignment that would be <br />necessary for the future extension of 171st Avenue NW to the west side of Tiger Street. She <br />advised there is a wetland near the homestead on Lot 2 that has been delineated and is proposed <br />to be encumbered with a drainage and utility easement. The sketch plan also identifies the <br />location of existing structures and the fact that they comply with property line setbacks, with one <br />exception. She noted there is a small storage shed on Lot 3 that is about 1.6 feet from the <br />property line. The development agreement should require reloeating this shed to meet the 10 foot <br />side yard setback. <br /> <br />Community Development Director Frolik indicated the applicants have provided the City with a <br />concept plan to show that the minor subdivision does not obstruct orderly re-subdivision of the <br />property in the event City sewer and water become available in the future. She noted City Staff <br />recommends approval of the sketch plan. <br /> <br />Vice Chairperson Johnson asked if the applicant has reviewed the Staff Review Letter and <br />indicated they have no concerns with the Staff Review Letter. <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Van Scoy to approve the sketch <br />plan of Letendre Addition contingent upon compliance with City Staff Review Letter dated <br />October 31, 2003. <br /> <br />Motion carried. Voting Yes: Vice Chairperson Johnson, Commissioners Brauer, Van Scoy, <br />Jeffrey, and Watson. Voting No: None. Absent: Chairperson Nixt and Commissioner <br />Shepherd. <br /> <br />Vice Chairperson Johnson commented this was a good piece of work. He noted the Planning <br />Commission had issues with the first sketch plan, and Staff was able to work it out nicely. <br /> <br />Case #8 <br /> <br />Request for Sketch Plan Review of Riverbrook; Case of Wayne Meloche <br /> <br />Associate Planner Geisler indicated Wayne Meloche is requesting sketch plan review of a minor <br />subdivision to plat two rural residential lots, consisting of one existing homestead and one <br />additional lot. The subject property is located at 17400 Erkium Street NW. She advised the <br />subject property is outside MUSA, is zoned R-1 Rural Developing, and is partially located within <br />the Rum River Scenic River Overlay District. She indicated the proposed plat meets the <br />requirements set forth for this district. Additionally, staff has received comments from the DNR, <br />which has no major concerns about the proposed plat. <br /> <br />Associate Planner Geisler advised the applicant was granted a variance to subdivision standards <br />by the Board of Adjustment on October 2, 2003. There is no public road that accesses the <br />proposed plat. Staff is recommending that the development agreement for this plat include <br />language requiring the applicant to pay for costs associated with City acquisition and <br />improvements of the private road easement to the north.
