PARENTAL LEAVE <br /> <br />This is a new proposal for the 1991 contract. Current state law states that "an employer must <br />grant an unpaid leave of absence to an employee who is a natural or adoptive parent in <br />conjunction wilh the birth or adoption of a child. The length of the leave shall be determined by <br />the employee, but may not exceed six weeks, unless agreed to by the employer." <br /> <br />The proposal for the 1991 contract requests that each regular full-time and part-time <br />employee shall be eligible to take a leave of absence for up to three (3) months for parental <br />leave immediately before and/or after the birth or adoption of a child to the employee or the <br />employee's spouse. Six (6) weeks of the leave shall be paid with no deduction of sick leave or <br />vacation leave. The remainder of the time may be taken without pay, annual leave or if eligible <br />with sick leave. An employee returning from parental leave shah be guaranteed his/her old job. <br /> <br />Using the number of employees represented by the AFSCME bargaining unit for the calendar <br />year of 1990, which was 2, there would have been 12 weeks of parental leave paid for by the <br />City of Ramsey. The average salary for the 20 employees is approximately $23,500 or $452 <br />weekly. <br /> <br />The cost of this request would be approximately $452 X 12 weeks, or $5,424. <br /> <br />FUNERAL LEAVE <br /> <br />The current 1989 and 1990 contract, Article 9.3 and 9.4, refers to sick time being used for <br />funeral leave. The proposal for 1991 requests that an employee shall be granted a paid funeral <br />leave for up to five (5) working days in case of death to an employee's parent, spouse, <br />significant other or child and up to three (3) working days in the case of death to an employee's <br />brother, sister, grandparents, grandchildren, step parent, step children or a like member of <br />the employee's spouse's family. Such leave shall not be deducted from any other accumulated <br />leave and shall be compensated. <br /> <br />Based on two incidents, using the $23,500 annual average salary, the cost of this request would <br />be approximately $542 (6 days at $11.30 per hour). <br /> <br />PROPOSAL 13. <br /> <br />WORK SCHEDULES <br /> <br />There is no language in the 1989 and 1990 contract regarding work schedules. The 1991 <br />proposal states that City Hall hours shall be between 7:00 a.m. and 5:00 p.m. Monday through <br />Friday. Schedules (including flex time) shall be set up by an employer/employee committee. <br />The schedule shall be bid on by Employer Seniority of each employer. This seniority would be <br />by department. <br /> <br />There is no $ cost of this request. Mr. Steffen will discuss this proposal at the September 5th <br />meeting. <br /> <br /> <br />
