I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> ORDINANCE NO. 90- <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AN ORDINANCE AMENDING SECTION 130.102 KNOWN AS THE "SOLID WASTE <br />DEPOSITING FEE" CHAPTER OF THE CITY CODE. <br /> <br />The city of Ramsey ordains: <br /> <br />SECTION 1. PURPOSE. <br /> <br /> WHEREAS, the City Council hereby finds that closure at the <br />earliest possible date of the mixed municipal solid waste landfill, <br />which is known as the Anoka Regional Landfill, located within the <br />City, is in the best interests of the health, safety and general <br />welfare of the residents of the City of Ramsey; and <br /> <br /> WHEREAS, the depositing of fill into the landfill at a faster <br />rate will hasten closure of the landfill; and <br /> <br /> WHEREAS, the operator of the landfill has requested that the <br />City reduce by 60% the tipping fee collected by the City for each <br />ton of fill deposited at the landfill in order to reduce the charge <br />to landfill customers in order that the landfill be more <br />competitive and obtain waste volume at a faster rate; and <br /> <br /> WHEREAS, the landfill operator has represented to the City <br />Council, that the City's tipping fee reduction along with a fee <br />reduction by both Anoka County and the operator will cause the <br />landfill to become more competitive, obtain waste volume at a <br />faster rate and thereby reach the landfill's capacity in a shorter <br />period of time than would otherwise be reached; and <br /> <br /> WHEREAS, the landfill operator has represented to the City <br />Council that a 60% tipping fee reduction by the City will attract <br />an additional 100 tons per day average of waste, over and above the <br />present 85 tons per day average. <br /> <br /> THEREFORE, it is for the purposes stated above that the City <br />Council adopts this ordinance. <br /> <br />SECTION 2. AMENDMENT. <br /> <br /> Subsection 3 of Section 130.102 of the Ramsey City Code is <br />amended by the addition of SubSection 3A which provides as follows: <br /> <br /> <br />
