JOINT POWERS AGREEMENT <br />FOR <br /> LEGISLATIVE SERVICES <br /> <br />De, AFT <br /> <br /> This Agreement, is made and entered into this ~ day of , 1990, by and <br />between the COUNTY OF ANOKA and the cities of COON RAPIDS, BLAINE, ANOKA, <br />CHAMPLIN, BROOKLYN PARK, ANDOVER, RAMSEY and HAM LAKE, hereinafter referred <br />to as the "Agencies", and Charles R. (Chuck) Weaver, hereinafter referred to as the "Legislative <br />Counsel". <br /> <br />WITNESSETH: <br /> <br />WHEREAS, the Agencies desire to have their interests represented in the Legislature; and, <br /> <br />WHEREAS, the Legislative Counsel has the necessary expertise to provide such services; and, <br /> <br /> WHEREAS, the Agencies agree that it is in their best interest that the cost of retaining said <br />professional services be shared; and, <br /> <br /> WHEREAS, this Agreement is made in accordance with the provisions of Minn. Stat. {}471.59, <br />authorizing two or more governmental units to enter into an agreement for the joint and cooperative <br />exercise of any power common to the contracting parties: <br /> <br />NOW, THEREFORE, it is mutually agreed and stipulated: <br /> <br />1. PURPOSE <br /> <br /> The purpose of this Agreement is to provide for cooperation among the Agencies to retain the <br />services of a designated person of the Legislative Counsel, and other persons as they deem <br />appropriate and acceptable to the Agencies, as a lobbyist to represent the interests of the Agencies <br />in the Legislature, regarding the fiscal disparities affecting the Agencies. <br /> <br />2. SERVICES <br /> <br /> The Legislative Counsel shall implement a plan to represent the interests of the Agencies <br />before various committees and members of the Legislature, and other such services as required by <br />the Agencies. <br /> <br />3. TERM <br /> <br /> The term of this Agreement shall commence on September 15, 1990, and shall continue <br />through two weeks after the end of the regular 1991 legislative session, unless terminated as provided <br />herein. <br /> <br />173 <br /> <br /> <br />
