CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO HAVE EXTERIOR <br />STORAGE AS A PRINCIPAL USE OF RURAL INDUSTRIAL PROPERTY; <br />CASE OF ROGER MUNTER, ELITE CONCRETE <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Section 9.20.27 (Rural Industrial District) of the Ramsey City Code states that exterior storage as a <br />principal use of property is permitted with a conditional use permit. Mr. Roger Munter of Elite <br />Concrete has applied for a conditional use permit to utilize Lot 1, Block 1, HY-10 Ramsey <br />Addition for exterior storage purposes. Equipment to be stored on the property includes <br />scaffolding, cement mixers, steel forms, bobcat trailers and various types of tracks. The proposed <br />storage area measures approximately 300' x 250' and is proposed to be enclosed with chain link <br />fencing with vision obstruction strips woven through the fencing on the southern and western <br />sides. <br /> <br />City Code states that conditional use permits for exterior storage may be granted provided the <br />storage area is surfaced to control dust. As you will note in the site plan submitted by the <br />Applicant, there are plans for a future expansion on the property which includes the consmaction of <br />a building. That future expansion also includes development of a storage area nearer the building. <br />To meet his current needs without creating obstructions to future construction activity, Mr. Munter <br />is proposing to temporarily locate the storage area to the rear of the property. Because that location <br />is temporary in nature, Mr. Munter is requesting that the requirement for of the storage area be <br />addressed when he submits his site plan to develop the property. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />Planning and Zoning public hearing and regular meeting minutes dated February 5, <br />1991. <br />Proposed f'mdings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />On January 7, 1991, the City received an application for a conditional use permit from Roger <br />Munter to utilize Lot 1, Block 1, HY-10 Ramsey for exterior storage purposes. <br /> <br />On February 5, 1991, the Planning and Zoning Commission conducted a public hearing and there <br />were no citizens present submitting comments regarding Mr. Munter's request. The City did not <br />receive any written opposition to Mr. Munter's request, however, the Zoning Administrator did <br />receive one telephone call from the owner of Nordvik Industries. He indicated that he does not feel <br />exterior storage should be allowed as a principal use of property, but ff it is, then requiring adequate <br />screening is more critical than requiring surfacing to control dust. <br /> <br /> <br />
