5. Annual Performance Review for Police Chief Michael Auspos <br /> <br />Personnel Committee reviewed the performance appraisal completed by Acting City <br />Administrator Sandra Ashley Helling. The Personnel Committee stated that <br />improvement could be made in the area of making the police department more a part <br />of city staff and that it is Mr. Auspos' responsibility to help promote it. After further <br />discussion, the Personnel Committee recommended that the City Council approve the <br />review. <br /> <br />6. Position Analysis for the City Administrator <br /> <br />The Personnel Committee instructed staff to present the proposed position description <br />for the City Administrator at the Council Workshop tentatively scheduled on June I, <br />1991. <br /> <br />Status of the Finance Office <br /> <br />The Personnel Committee and Finance Officer Sandra Ashley Helling discussed the <br />status of the Finance Office. Discussions focused on the progress that has been made <br />in the last three months and significant projects that still need the attention of the <br />Finance Office personnel. <br /> <br />City of Ramsey Organizational Chart <br /> <br />The Personnel Committee instructed staff to present the proposed organizational chart <br />at the Council Workshop tentatively scheduled on June 1, 1991. <br /> <br />9. Proposed Education Policy <br /> <br />The Personnel Committee reviewed the proposed Education Policy with only minor <br />revisions to be made and recommend approval to the City Council. The revisions <br />include the requirement of obtaining a 'C or better' as successfully completing the <br />course and that the appropriate Department Head must specifically approve the course <br />prior to the course being taken. The Education Policy with revisions completed is <br />attached for reviewal. <br /> <br />10. Review of the Position of Personnel Coordinator <br /> <br />In January, 1991 the Personnel Committee instructed Personnel Coordinator Kay <br />McAloney to revise the job description of Personnel Coordinator to be reviewed by <br />supervisor Acting City Administrator Sandra Ashley Helling. The Personnel <br />Committee further instructed them to submit the rewritten job description to the <br />Personnel Committee and submit a salary scenario to the Personnel Committee. Both <br />Ms. Ashley Hetling and Ms. McAloney recommend that the position of Personnel <br />Coordinator remain in salary gade 3 and be reviewed when ali other positions are <br />reviewed, as was previously ageed with the AFSCME bargaining unit. They further <br />recommended to the Personnel Committee that if it is identified that the position <br />should be in a different salaD, gade that at that time the increase be retroactive to <br />January 1, 1991 when the additional duties were added and be in a lump sum increase <br />rather than in increments. The Personnel Committee agreed with the <br />recommendations and stated that when the changes in the job description have been <br /> <br /> <br />
