The area in question is included in Phase II of the City's <br />1989 submittal for a MUSA expansion. City Staff has been informed by consulting <br />en~neers that Metro Council is projecting that their final review of the Phase II <br />MUSA expansion should be completed by May 1, 1991. Final plat approval of <br />Faye Addition by the City of Ramsey is not anticpated to occur until late in June of <br />1991, at the very earliest. In the event final approval of Ramsey's Phase II MUSA <br />expansion does not occur by May of 1991, the phasing plan which will be required <br />at the time of final plat approval will reflect staged development beginning with the <br />easterly portion of the plat. The City, would also consider making final approval of <br />the MUSA expansion a contingency to recording the £mal plat. <br /> <br />The next issue to be addressed is the Vegetation Plan. The proposed plan to <br />preserve the woodlands adjacent to the Mississippi River consists of dedicating <br />Outlot E as Scenic Easement as shown on the attached WOODLANDS exhibit. <br /> <br />Another issue of concern at Metro Council is the shift of the traitway location north <br />~'rom what was presented in the sketch plan for Faye Addition. The Rarnsey Park <br />and Recreation Commission is of the opinion that the trail alignment proposed in the <br />preliminary plat is acceptable because it provides a connection between the <br />proposed plat park on the east to the County Regional Park on the west. The trail <br />alignment in the sketch plan connected to the Kelly property southwest of the plat <br />and at this point in time there is no evidence to indicate that property will be a part <br />of the County Regional Park in the future. In addition, the Ramsey Park and <br />Recreation Comm/ssion was concerned that the southerly trail alignment crossed <br />several streets and the northerly alignment only proposes t~o cross tvTo streets. <br /> <br /> <br />
