The <br /> <br />3 report shall also include descriptions of how the counties will <br /> <br />4 share the costs and liabilities of new and existing waste <br /> <br />5 facilities and how the counties intend to share the waste stream <br /> <br /> 6 to ensure that each portion of the.waste is most apDropri{tely <br /> <br /> 7 m~aged. The report must also in~lude a detailed description of <br /> 8 how each county plans to enforce'the disposal prohibition in <br /> 9 section 83, with copies of any enforcement ordinances adopted. <br />10 Subd. 3, [STATEWIDE WASTE FACILITY SITING PROCEDURES.] The <br />11 legislative commission o~.waste .management shall study statewide <br />12 solid waste management facility sitin~ procedures and shall <br />13 recommend legislation by ~anuary 1, 1992, to ensure that <br />14 environmental and public review of potential sites and <br /> <br />15 technologies occur early engu~h in.the process to adequately <br /> <br />16 address environmental and social concerns related to sttin~ and <br /> <br />17 operation of the facilities. <br />18 Subd. 4. [COMMISSION RECOMMENDATION.] After hearing the <br />19 report and plans required under subdivision 2, the legislative <br />20 commission on waste management shall make a formal <br />21 <br /> <br />recommendation to either allow the repeal of the existing <br /> <br />22 metropolitan landfill siting_process to take effect as scheduled' <br /> <br />23 or to ~einstate that process. The commission shall recommend <br /> <br />24 allowing the repeal to take effect if it finds that: <br />25 (1) the metropolitan counties ha~e designed a workable <br />26 replacement process that includes adeGuate sharin~ of costs, <br />27 liabilities, and waste streams; <br />28 '~} each county has an ade=uate plan and has adopted <br />29 adecuate ordinances to enforce the disposal prohibition in <br />30 section 83; and <br />31 (3) each county has implemented a household hazardous waste <br />32 collection urocram recuired under Minnesota Statutes, section <br /> <br />33 473.804, notwithstandinc the effective date in that section. <br /> <br />34 The commission shall also work with the metropolitan <br />35 counties, the metroDoiitan council, and the office of waste <br /> <br />36 management to recommend !ecis!ation to implement a replacement <br /> <br /> <br />
