CASE <br /> <br />PROPOSED PUBLIC FACILITY NAMING POLICY <br /> By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />As a result of the request to have the south portion of River's Bend Park renamed, it came to light <br />that the City did not have a formal public facility naming policy. To avoid confusion, and in the <br />interest of efficiency, there should be a written procedure to follow. <br /> <br />City Staff has since contacted the cities of Maple Grove, Coon Rapids, Elk River, St. Cloud and <br />the State of Minnesota Division of Parks and Recreation to determine their naming procedures. <br />Interestingly enough, none of the contacted cities had a formal policy on naming facilities after <br />individuals. Most cities referred the facility naming to a Park and Recreation Commission, or its <br />equivalent. <br /> <br />April 11, 1991, the Park and Recreation Commission approved for City Council's consideration a <br />proposed facility naming policy. Adopting this policy/format will clarify the procedure with which <br />public facilities will be named or possibly renamed. Unless City Council directs otherwise, only <br />facility names, other than those different from the subdivision that contains them, would be <br />brought to City Council for approval, by way of consent agenda. <br /> <br />The following is the verbiage the Park and Recreation Commission approved for City Council's <br />consideration: "All proposed public facility names shall first go before the Park and Recreation <br />Commission of the City of Ramsey. Said Commission shall recommend to City Council all public <br />facility names. In the case of parklands, the name shall be chosen before final plat approval and <br />will generally reflect the name of the subdivision or other significant geographical feature.
