Observations: <br /> <br />While there is no question but that Mr. Rychner did make several <br />revisions to his application for this CUP, the reason for these changes <br />becomes a matter of discussion for which there is not a unanimous <br />recommendation for resolution. Staff members and the Mayor have spent <br />,,:,'~ny hours in an attempt to clearly define responsibility for the <br />:~)~sulting hours required on this application; however, it would appear all <br />three parties involved (Mr. Rychner, Hakanson Anderson Assoc., Inc. and <br />the City) share in the responsibility for the consulting hours required. <br />Additional time spent to further define or attempt to collect the remaining <br />balance from Aluminum Recycling will simply increase the City's <br />investment in this withdrawn application with a very low chance of <br />recovery. <br /> <br />Recommendation: <br /> <br />Mayor Gilbertson and I recommend the City accept Hakanson Anderson's <br />credit in the amount of $1,041.36 and further that the City expense the <br />remaining balance in the same amount be charged to the General Fund <br />Consulting Engineer services. <br /> <br />Committee Action: <br /> <br />Recommend/not recommend to Council the crediting of Escrow Account <br />#804304 in the amount of $2,973.72 with $891.00 charged to the City's <br />general fund for ordinance research, $1,041.36 charged to the City's <br />general fund for consulting services and $1,041.36 charged to the account <br />of Hakanson Anderson Assoc., Inc. <br /> <br />Review Checklist: <br /> <br />City Attorney <br />City Engineer <br />Consulting Engineer <br />Zoning Administrator <br /> <br />BC: 05/14/91 <br /> <br /> <br />
