This segment of the roadway first came to my attention when I received a call <br />from Mr. Greg Smith (15250 Iguana Street N.W.) expressing a concern that if the final leg is <br />constructed, he will experience significant increases in his traffic in that the contractors from <br />Northfork and waste companies will use 153rd Avenue N.W. through this avenue. He also <br />expressed a concern that the final leg would be going through a wetland area which would not <br />receive approval by the Department of Natural Resources (DNR). Council may wish to note that <br />the area impacted by the road is the Whispering Pines Estates Additions, the first of which was <br />recorded on November 9, 1972. (This is the addition between Armstrong Boulevard N.W. and <br />Puma Street N.W. north of 153rd Avenue N.W.) The Whispering Pines Estates second plat, <br />which is south of 153rd Avenue N.W. and generally between Armstrong Boulevard N.W. and <br />Puma Street N.W., was platted and recorded on October 6, 1972. On March 21, 1973, <br />Whispering Pines Estates 3rd Addition was recorded. This addition is further north near the <br />Armstrong Ranch Kennels. The 4th Addition was recorded on October 4, 1978 and is found <br />adjacent to Armsn-ong Boulevard at the eastern most portion of the original plat. The 5th addition <br />was recorded on March 31, 1986 and is also along Armstrong Boulevard N.W. but south of <br />153rd Avenue N.W. <br /> <br />The portion of 153rd Avenue N.W. that is between Armstrong Boulevard N.W. and Puma Street <br />N.W. throughout this subdivision was resolved by the Council as a state aid street on November <br />26, 1974. On January 12, 1979, the portion of 153rd Avenue N.W., just completed, was <br />recorded as a state aid street by Council resolution. On December 16. 1980, the portion of 153rd <br />Avenue N.W. between Vaholite Street N.W. and Armstrong Boulevard N.W. `.vas entered into the <br />state aid system. By resolution of the Council on January 8, 1986, the final leg of 153rd Avenue <br />N.W. through Nort~fork was included as a state aid section. <br /> <br />It should also be noted that the layout of the Whispering Pines Estates plats indicate that access to <br />the. lots was to be restricted to the residential streets outletting onto 153rd Avenue N.W. <br />Therefore, you can see that it was contemplated that 153rd Avenue N.W. was to be a major <br />collector from the initiation of the Whispering Pines Estates plats and that as early as 1974, the <br />state aid designations confirmed this intent. This roadway is also included in the 1980 Ramsey <br />Comprehensive Plan as part of the transportation element of the plan. It appears to be the case, <br />therefore, that Ramsev residents and property owners have been aware of this eventuality for just <br />about 20 years and li[tely have been aware of the proposed current alignment for over 10 .,,,ears. <br />The question, however, is `.vhether this Council intends to conduct activities requisite to completing <br />the connection of the two segments of 153rd Avenue N.W. If so, this is certainly an item ',vh/ch <br />should receive discussion during the upcoming budget deliberations as a potential engineering <br />actMtv for 1992. <br /> <br />~mt <br /> <br /> <br />
