The 10-foot wide, multi -use trails provide opportunities to view several
islands, explore the sites wetlands and woods, and observe wildlife. The Park provides a
direct connection to the existing the Rush Creek Regional Trail to Elm Creek Park
Reserve through Brooklyn Park and Maple Grove, thereby providing visitors from the
northern suburbs access to the MISS. The Park provides many opportunities to see the
River up close. The 'Dam' spans the river between Brooklyn Park and Coon Rapids and
carries a 12-foot-wide observation walkway/bikeway over the river. This project
provides a great opportunity to better collaborate with the MISS partners on potential
interpretation along the trail system, providing site amenities that visitors as well as
nonmotorized commuters through the park. The Park District will provide the required
match. This park is one of the few parks within the MISS that provides wheelchair
accessible access to the MISS.
MRT— Rosemount Segment
Rosemount
John Mertens, Dakota County Office of Planning
$4,000,000 (requesting $100,000)
The MRT— Rosemount is the final segment to be constructed for the 27-mile MRT
between St. Paul and Hastings. The project is a 3.7-mile 10-foot wide multipurpose
paved trail traveling through the City of Rosemount along the Mississippi River. The
project will be owned and operated by Dakota County as a regional trail. The estimated
cost of the 3.7-mile segment is $4 million. The MRT— Rosemount segment has been
identified as a critical gap in the overall MRT within Minnesota. The completed project
will support nonmotorized connections between the Downtown St. Paul and Hastings
nodes, connecting many residents to jobs and destinations within and adjacent to the
MISS. The project will be constructed as soon as funding has been identified. Final
engineering is 90 percent complete and shovel ready for project bidding. Ideally the
project will be completed by 2017 when a final connection to St. Paul is scheduled for
construction. The match for the project will come from Dakota County, Metropolitan
Council and potentially state bonding. Opportunities for partner events and programs
between Dakota County and the MISS will be developed.
ATS Implementation Support
Various
Ben Rasmussen, Volpe Center
$32,500
Volpe's work during this time would focus on:
• Working with partners to update and revise the five-year plan
o Updating the prioritization of projects
o Identifying additional needs and projects
o Matching projects with funding sources available
• Assisting in the development of grants for projects in five-year plan
• Implementing funded projects
• Participating in relevant planning studies conducted by MISS partners
• Organizing and conducting annual pedestrian and bicycle counts
o Summarizing results and identifying trends
January 29, 2014 — Page 9
