endeavor to determine the required bridge size and span arrangement; and precise <br />specifications together with agency approvals for future construction. <br />The selected consultant will be required to review all applicable community profile data on the <br />City's web site and elsewhere to XXXXXXXXXXXXX document and confirm that the skyway's <br />ultimate design selected best satisfies XXXXXXX the City's goals for this project. The above <br />referenced document can be found at: www.CityofRamsey.com <br />Metropolitan Council Livable Communities Plans: <br />Link to Ramsey's web which will have all docs collated and posted... <br />The selected consultant should have the experience and resources to develop the most cost- <br />effective, 'signature' bridge (unique, contextual) design for this location connecting the COR, <br />the Northstar Station, the Mississippi River Trail, Regional Park, and the National Mississippi <br />River and Recreation Area. <br />In developing the final design, it is the City's goal to develop a structural solution that can be <br />cost-effectively fabricated and erected within the anticipated constraints for the project - <br />including connection to the existing elevated transit facility. It is noted that MnDOT may not <br />allow construction to take place over active traffic on Hwy's #10 & #169; therefore, traffic may <br />need to be detoured around the project's segments during bridge erection. Therefore, the <br />constructability of the bridge is of paramount consideration. <br />The major project components are represented in the schematic design documents (at the City's <br />web site) illustrated with sample construction components and costs. Additionally, <br />streetscaping/landscaping and lighting on the southern approach to the bridge will need to be <br />incorporated within the final design. Right-of-way adjacent to Riverdale Drive (from a willing <br />grantor) may be required at the southern termini of the bridge. Additionally, it is assumed that <br />the skyway will also cross over (to the south side) of Riverdale Drive (TO BE CONSTRUCTED <br />IN 2013), however this analysis should also occur as part of this final design process. <br />Specific services will include, but are not limited to: bridge/structural design, traffic and traffic <br />control engineering, civil engineering, geotechnical engineering, drainage design, utility <br />coordination, surveying and environmental work, continuous public and agency involvement <br />and coordination, streetscape, landscape, and pavement (trail connections) designs. Outreach <br />to adjacent property owners, residents, and neighborhoods at appropriate milestones in the <br />project, will be expected, and should be specifically outlined in the proposal. TOD specific <br />requirements here . Additionally, security at the bridge and approaches including video <br />cameras, emergency phones, and lighting will need to be addressed with Metro Transit and the <br />City. <br />The total project budget, including all coordination, communication, City Staff and Consultant <br />services associated leading up to final design and project completion, is $100,000 dollars. The <br />project is ultimately anticipated to be constructed with Federal funds (with some local or <br />Metropolitan Council match) and therefore ALL specifications must meet State of Minnesota <br />and Federal standards. <br />RFP 2 <br />Mississippi Skyway <br />
