In developing the final skyway design, it is the City's goal to develop a structural solution that <br />can be cost-effectively fabricated and erected within the various constraints and agency <br />permitting for the project. <br />To summarize, the City's priorities are: <br />1. Final Design completion at or under budget <br />2. Functionality and ability to reasonably maintain (general, and snow removal) <br />3. Constructability and cost <br />4.Specifications meeting MnDOT and Federal guidelines <br />5. Structure aesthetics <br />Section 3. Design Considerations <br />A. Bridge Use and Width: The pedestrian bridge is anticipated to have primarily <br />pedestrian usage, but will also be designed to be accessible for bicyclists and be ADA <br />compliant. The bridge width is to be designed to a minimum width of 10 ft. clear or a width of <br />14 ft. clear if feasible, and a height of 10 ft. clear. The height above #10 & #169 is to be identified <br />as well as its relation to Riverdale Drive. <br />B. Bridge Type: The goal of the improvements is to provide a functional, safe, cost- <br />effective, visually appealing bicycle / pedestrian access - with the 'type' and roof as well as side <br />treatments to be determined. <br />C. Bridge Design Criteria: The bridge is to be designed using MnDOT and <br />AASHTO Pedestrian Bridge Design Criteria - with all specifications to be pre -vetted for Federal <br />funding. <br />Section 4. Major Features of Proposed Construction <br />The major project components include an approximately XXX ft. single span covered <br />pedestrian/bike bridge, 10 ft. minimum or 14 ft. clear horizontal and 10 ft. clear vertical, <br />streetscaping/ramps/landscaping and lighting on the approach to the skyway. It is anticipated <br />that additional right of way may be required at the south end of the bridge. No elevators will <br />be considered on the bridge approaches. <br />Section 5. Budget and Tentative Schedule <br />The total project budget is $100,000. This figure is all inclusive, and includes all design, City <br />Staff and Consultant services, and all other costs of whatever nature. <br />This RFP is for Professional Engineering services necessary to complete all final design and <br />related engineering services. (Project Manager must be a licensed Professional Engineer in the <br />State of Minnesota) <br />The tentative schedule for the preliminary design phase is to begin work XXX of 2013 and <br />provide preliminary plans including Structure Selection Report, specifications, and estimate by <br />XXX of 2013. Final design will conclude XXX of 2013 with completed and agency approvals by <br />February 2014. <br />Section 6. Notes Regarding Scope of Services <br />RFP 3 <br />Mississippi Skyway <br />
