Ardm~l~; & Fowl § 5.0~ <br /> <br />animals and under what conditions the <br />animals may be kept'. <br /> <br /> Ord. 81-2 amendment to §5.09.01 Subd. 2, <br />allowing an unlimited number of domestic <br />animals and livestock and poultry to be <br />maintained on parcels of land not less than 20 <br />acres in size. <br /> <br /> Ord. 81-3 amendment to §5.09.03, prohibiting <br />any person from keeping a dog which <br />habitually barks or cries, but eliminating the <br /> <br />requirement of ~oetween the hours of 10:00 p.m. <br />and 6:00 a.m.'. <br /> <br /> Established 5.09.06 by Ord. 87-8, December 8, <br />1987. <br /> <br /> Ord. 88-2 repealed §5.09.03 entitled "Dogs <br />and Cats" and replaced it with a subsection <br />entitled "Dog Regulations". <br /> <br /> Ord. 90-11 amendment to Chapter 5.09.05, <br />replacing it with the text contained in the <br />ordinance. <br /> <br />5.10 Wcccls. <br /> <br />5.10.01 Definition. '%Veeds" shall be construed to mean and include all <br />noxious weed as defined by the statutes of the State of Minnesota and all such <br />useless and troublesome plants as are commonly known as weeds to the genera] <br />public. <br /> <br />5.10.02 Noxious weeds. Because the growth of noxious weeds and other <br />harmful vegetation is subject to needless abuse, creating a detriment to public <br />health, comfort and convenience of the residents of the City of Ramsey, as well as <br />creating a general aesthetic depreciation, the growth of such vegetation is hereby <br />declared to be a nuisance. <br /> <br />5.10.03 Growing grass. All weeds or grass growing upon any lot or parcel of <br />land ~fithin the platted portions of the city, or within 500 feet of a platted area, <br />~rowing to a height greater than 1 foot, or which have gone or about to go to seed, <br />are hereby declared to be a nuisance. <br /> <br />5.10.04 PermUting a nuisance_ <br /> <br /> Subdivision 1. ~rhen the owner and/or occupant permit a nuisance to <br />exist in ~dolation of this chapter, the weed Luspector or his assistants shall serve a <br />notfice on the o~uuer, occupant, or agent of the owner of such lot or parcel of land <br />ordering such person to have such weeds or grass cut and removed or other~dse <br />eradicated or removed within ten days after the service of such notice. Such notice <br />shall also state that in the event of noncompliance, removal ~dl] be done by the City <br />of ~amsey at the owner's expense. V~rhen no owner, occupant, or agent of the <br />o~mer can be found, notice shall be sent by registered mai] to the person who is <br />listed on the records of the county auditor or count3' treasurer as the owner; serxdce <br />~-il] be complete ~fith mailing. <br /> <br /> SubcL£. If such person fails to comply with the notice within ten <br />days after service, or if no owner, occupant, or agent can be found, the weed <br />inspector or his assistants shall have such weeds cut and removed or otherwise <br />eradicated. The records showing the cost of such work attributable to each <br />separate lot or parcel shall be delivered to the aaramistra~Or/clerk.
