Perf~nnee Standmrds § 9.10 The applicant shall provide to the Planning Commission a detailed schematic drawing the screening proposal, which drawing shall show the appropriate dimensions, types and sizes of the proposed fencing, landscaping, and plantings. In those areas where screening is required, alt open areas of any site, lot, tract, or parcel shall be graded to provide proper drainage, and except for areas used for parking, drives or storage, shall be landscaped with trees, shrubs, or planted ground cover. Such landscaping shall conform with the screening and landscaping plan approved by the Pl--ning Commission at the time the building permit was issued. It shall be the owner's responsibility to see that this landscaping is maintained in an attractive and well kept condition. This provision will apply to the original developer, his heirs, successors and assigns. A performance bond or cash escrow on the provisions of the screening and landscaping section shall run to the City of P~msey for a period of two full growing seasons following installation. The bond or escrow amount will be a reasonable estimate of the project cost as determined by the City Engineer. In ail districts, all merchandise, materials and 'equipment stores, kept or displayed outside a buildLug shall be screened, wifih the following exceptions: a. Retail merchandise being displayed in front of a structure lawfully used as a place for retail sales. Retail merchandise otherwise lawfully displayed in the setback area shall be screened, except from a side facing a public street; b. Materials and equipment being used for construction on the premises; c. Merchandise located on service station pump islands; d. Materials, equipment and merchandise in industrial districts, except that the side adjacent to a public street, residential zone or use shall be screened. The screening required in this section shall be at least five feet tall, but shall not extend within 20 feet of any street or driveway. The screening shall be placed along property Lines. In the business or industrial districts, all uses shall pro~qde a landscaped area along all streets and areas separating different uses (business from residential). This shall be kept clear of all structures, storage and off-street parking. Th/s area shall be at least 20 feet in depth along all streets, measured from the street right-of- way. Except for driveways, the area shall extend along both streets in the case of a corner lot. All structures, required landscaping and any fences shall be maintained so as not to be unsightly to the adjoining areas. 9.11.10 Off-Street Parlr~ng.
