Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to recommend that City <br />Council adopt Resolution #14 -03 -042 adopting Findings of Fact #0923 related to a request for a <br />Conditional Use Permit for beekeeping. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, VanScoy, Field, and <br />Nosan. Voting No: None. Absent: Maul. Abstain: Brauer. <br />Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to recommend that City <br />Council adopt Resolution #14 -03 -043 approving a Conditional Use Permit for beekeeping at <br />16101 Turnberry Turn NW. <br />Motion Carried. Abstain: Brauer. <br />5.02: Public Hearing: Resolutions #14 -03 -044 & #14 -03 -045; Consider Request for a <br />Home Occupation Permit to Operate a Gunsmith Business at 15531 Zirconium <br />Street NW; Case of Russell Beech <br />Public Hearing <br />Chairperson Levine called the public hearing to order at 7:09 p.m. <br />Presentation <br />City Planner Anderson presented the staff report explaining the applicant, Russell Beech, was <br />seeking a Home Occupation Permit to operate a gunsmith business out of his home and attached <br />garage at 15531 Zirconium Street NW. The business would consist of assembly, fabrication and <br />sales of custom and catalog firearms and accessories as well as firearm transfers and repairs. <br />Much of the customer interaction would be through the internet, phone and off -site; however, <br />there will also be some customers that travel to the property for services. He reported the <br />property was approximately five (5) acres in size. All firearms on the property would be stored <br />in a locked gun cabinet or as required by the Bureau of Alcohol, Tobacco and Firearms (BATF). <br />Staff further discussed how the applicant was proposing to conduct his business on the property, <br />reviewed the proposed conditions and recommended approval of the home occupation permit for <br />Russell Beech adding Condition #18 stating: The test firing of firearms for their functionality <br />will only be allowed by the Permittee through the use of a Commercial Bullet Trap located in the <br />basement of the dwelling. <br />Citizen Input <br />Russell Beech, 15531 Zirconium Street NW, thanked staff for the report. He explained he was <br />hoping to start a firearms business that focused on custom hunting rifles.
