Chairperson Levine asked if there were security concerns with the level of inventory that could be stored at the applicant's property. Mr. Beech explained he would be following the BATF requirements, along with the Federal requirements on how to store the firearms on his property. City Planner Anderson indicated the Home Occupation Permit does have a condition for approval stating all firearms on subject property will be stored in a locked gun cabinet or as directed by the BATF. Commissioner Bauer asked if the site would be inspected to ensure that the firearms were being stored properly. Mr. Beech referred the Commission to Condition #17, which states the premises could be inspected by the City. City Planner Anderson stated this was a standard condition and would allow the City to retain the right to inspect the property to ensure it remained in compliance. Commissioner Bauer recommended Condition 5 and 12 allow for personal trips to and from the subject property on a daily basis. City Planner Anderson explained this clarification could be made. Commissioner Brauer expressed concern with the noise that would be generated from the proposed home occupation. Mr. Beech did not believe that the work conducted in his basement would be heard outside the home. City Planner Anderson discussed the noise standards and explained these levels were established by the State of Minnesota. Commissioner Field requested further information on Condition #13. Mr. Beech clarified that his business could only be handed down to a surviving adult child. Commissioner Nosan inquired how many guns could be stored on the site, and asked how the guns would be stored. Mr. Beech planned to use locked gun storage cabinets in his basement. He did not have a number in mind and hoped to not have a large inventory of guns on site but rather would be custom building rifles and selling them to customers.
