Development Services Manager Gladhill explained this request would have to come back to the
City in the future, and would have to be reviewed by the City Council, at a minimum. He
reported the request could not be approved at a staff level.
Commissioner Bauer requested further information on the parking requirements.
City Planner Anderson discussed the parking requirements for each tenant.
Commissioner Brauer questioned if the property to the east could be used for additional parking.
City Planner Anderson commented this would be allowed, but would be considered an expansion
of the conditional use and would require additional review by the City.
Motion by Commissioner VanScoy, seconded by Commissioner Bauer, to recommend that City
Council adopt Resolution #14 -03 -046 adopting Findings of Fact #0925 related to a request for a
Conditional Use Permit for motor vehicle sales at 7850 Riverdale Drive NW.
Motion Carried. Voting Yes: Chairperson Levine, Commissioners VanScoy, Bauer, Brauer,
Field, and Nosan. Voting No: None. Absent: Maul.
Motion by Commissioner VanScoy, seconded by Commissioner Nosan, to recommend that City
Council adopt Resolution #14 -03 -047 approving a Conditional Use Permit for motor vehicle
sales at 7850 Riverdale Drive NW contingent upon compliance with the City Staff Review Letter
dated February 28, 2014.
Motion Carried. Voting Yes: Chairperson Levine, Commissioners VanScoy, Nosan, Bauer,
Brauer, and Field. Voting No: None. Absent: Maul.
5.04: Discussion Only: Receive Update on Armstrong West: Future Business Park
Component and Consider Commencing a Comprehensive Plan Amendment Process
Presentation
Development Services Manager Gladhill provided the Commission with a brief update on
Armstrong West. He discussed the status of the development of a future business park. He
noted this was a high priority of the Economic Development Authority. He explained that staff
has been working diligently to analyze potential locations for a business park and Armstrong
Boulevard was found to be the most appropriate location. He commented that if this were to
proceed, portions of this development scenario would require an amendment to the City's
Comprehensive Plan. He requested comment from the Commission on this matter.
Commission Business
Commissioner Field asked if a bridge from Dayton to Ramsey would be included in this project.
Planning Commission/March 6, 2014
