Councilmember Kuzma stated being creative and able to project design would be a strong skill to <br />bring to the Park and Recreation Commission. <br />Councilmember LeTourneau noted that when asked about the role of the Park and Recreation <br />Commission, Mr. Trappen answered on a high level relating to listening to the community and <br />bringing recommendation to the City Council. <br />Councilmembers Backous and Riley concurred. <br />Mayor Strommen stated she appreciated Mr. Trappen's comment about the opportunity to build <br />on the City's current assets (The Draw, The COR, farmer's market). <br />Following discussion, Council consensus was reached on following appointments: Park and <br />Recreation Commission — Jon Trappen to a one -year term <br />2.02: Review Proposed Capital Improvement Project Cost - Sharing Amendments to <br />Lower Rum River Watershed Management Organization (LRRWMO) Joint Powers <br />Agreement (JPA) <br />Mayor Strommen recused herself from this discussion due to BWSR's oversight of watershed <br />organizations /districts. <br />City Administrator Ulrich reviewed the staff report and explained the purpose of this case is to <br />review proposed amendments to the Lower Rum River Watershed Management Organization <br />(LRRWMO) Joint Powers Agreement (JPA). He noted it will have a term of ten years and <br />Ramsey makes up 49% of the organization. The concern relates to cost percentages of capital <br />improvements for projects not located within the City of Ramsey. City Administrator Ulrich <br />stated the amended JPA does include some language to address Ramsey's concern so it would be <br />a consensus of the communities and provide for an arbitration procedure should an agreement <br />not be reached. He explained Ramsey had hoped for a weighted vote allocated on size within the <br />watershed; however, the amendments do address some of the concern and offer protection. City <br />Administrator Ulrich stated the amended JPA is a preferred alternative to going to another <br />organization or watershed district. <br />Acting Mayor Backous asked where the language offering protection is contained within the <br />JPA, especially if it is for a ten -year term. <br />City Administrator Ulrich noted Page 10, second to the last paragraph, addresses allocation of <br />capital costs among members and how to determine area of benefit. <br />Councilmember Kuzma stated the JPA indicates a two - thirds majority is required for any capital <br />projects. <br />City Attorney Langel stated the language to order a capital project is on Page 11, Article 7. If <br />the parties do not agree to the allocation of costs, there is a right of appeal to nonbinding <br />City Council Work Session / March 11, 2014 <br />Page 3 of 9 <br />
