After the introduction of this item a even <br />shorter discussion took place when Councilmen Cook again raised the idea that this <br />property also seemed to be a good candidate for "Mixed Use" Zoning and since they <br />had just sent the previous land to a Council Planning Session that they should make a <br />motion and do so. Very shortly such a motion to send this Zoning issue to a future Council <br />Planing Session was made, seconded and with little future discussion passed. <br />Mayor Gamec then called up our item. Staff presented the item and the motion from the <br />Planning Commission - that the properties on the North side of Rivlyn Ave be designated <br />as a Residential Zone - as our original petition had requested. (Remember that all of the <br />properties effected are residences and are owner occupied - not vacant land to be <br />developed!) <br />There was very little comment from Councilmember, when suddenly, Councilmember <br />Cook says that since the Council had just referred two items dealing with zoning to a Council <br />Planning session and since there was Commercial type zoning just North of each of these <br />lots, it seemed to make sense that this would be a perfect candidate for the "Mixed Use" <br />Zoning even so more than the others. <br />It was at this point that I rose, upset, and went to the podium. Mayor Gamec was kind <br />enough to recognize me and let me comment on this surprising concept and <br />development, not just once, but in reply to the next several Councilmember comments <br />several times. However, even with this exchange, a motion was made by Councilmember <br />Cook to refer this item also to a future Council Planning Session. This motion was <br />seconded with very little further discussion passed. <br />(1 want to repeat - at every discussion from the first staff contacts and with Mr. <br />Goodrich we had always asked if there was any other options or ways to modify <br />the Rezoning. At each step (and legal rightfully so) they said NO, that the City <br />of Ramsey Comprehensive Plan allowed only the proposed E -1 Zone or our <br />petition for R -1 residential on the properties on the North side of Rivlyn Ave.) <br />Right after the Council adjourned, 1 talked with Sylvia Frolic and Administrator <br />Norman and Attorney Goodrich. Very quickly I was advised that there was now a <br />"Mixed Use" Zoning now in the Comprehensive Plan! <br />I said again, that neither I nor anyone else that talked to use had ever said there was such a <br />Zoning and we had never been given any written material that contained "Mixed Use" <br />Zoning designation. Administrator Norman said that 1 should come to City Hall <br />Wednesday morning and I would be given a printed copy of the Amendment to <br />the Comprehensive Plan on "Mixed Use ". <br />I called by phone to let them know I was on the way. At the desk I was told that Sylvia <br />Frolick was in a meeting and the Patrick Trudgeon would be out shortly. Patrick did come out <br />to the counter and we talked about why he had not been able to be at the Council Meeting <br />and that He was surprised the Motion to Zone our properties as Residential had not <br />passed and what happened Patrick explained that Sylvia was tied up and would not be <br />able to see me but that she had given him two item to give to me that should address the <br />"Mixed Use" Zone classification and what types of uses would fit within that zoning - with an <br />note written at the top saying "effective August 25, 200311111 <br />I was absolutely flabbergasted. I could only accept the two set of papers and say that I <br />would read them and get back to him and /or Sylvia to continue to try to work with them on <br />this. I also tried to talk with Administrator Norman, but was told he was late to go to a Rotary <br />
