Meeting and could not see me that time. That sounded reasonable, but since I had a few <br />hours before I had to be at a meeting, I stayed in the lobby and started to look at the two <br />set of papers I had been given. At that point Mr. Norman did come out of the door in a <br />hurry, but since he went to the Rest Room before going out the door, I asked if I could have <br />a Minute. He said `yes, as soon as he was back out'. We meet, I conveyed my apology <br />to him if any of me actions and /or words from last night's Council Meeting had offended or <br />bothered him. He thanked me and accepted my apology, and we walked to his car so that <br />he could get going. I showed him that I had just gotten the papers he had told me about <br />and said that I would be getting back to Sylvia and /or Patrick with my responses. <br />Over the next few hours I read and examined the papers. AND GUESS WHAT!! The <br />"Mixed Use" zone, while it did contain descriptions of types of uses similar to what we had <br />been zoned under before the Comprehensive Plan, clearly stated that this zone was to <br />ONLY apply to two parcels of land and these were very carefully described in the <br />document as "Mixed Use" District. <br />On Friday, I called and got a copy of the Council Minutes where the "Mixed Use" Zone <br />was discussed and adopted. The Council voted to Amend the Ramsey Comprehensive <br />Plan at the two JULY Council Meetings which would make the "Mixed Use" District zone <br />designation EFFECTIVE AUGUST 25, 2003m <br />THIS MEANS THAT FOR 2 FULL DAYS STAFF, CITY ADMINISTRATOR, CITY <br />ATTORNEY, AND COUNCILMEMBERS HAD KNOWN OF THIS ZONE <br />DESIGNATION -- YET NO ONE HAD AT ANY TIME BY PHONE, LETTER, OR <br />PERSONAL CONTACT (EVEN DURING THE NIGHT OF THE COUNCIL <br />MEETING) MADE ANY CONTACT TO ADVISE US ABOUT THIS NOW BEING <br />AVAILABLE AND TO CONSULT WITH ON THIS !!!!! <br />Another upsetting surprise was in those same July minutes I received copies of. <br />The motions to adopt and second the "Mixed Use" District Zone language and <br />the motions to Amend the Comprehensive Plan were each made by none other <br />than Councilmembers Kurak, Elvig,Cook, Peterson (in various combinations !! <br />Now, why did they never bring this to my attention in our long discussion of mixed use that <br />they had with me in the parking lot after the August 26th Council meeting ?? This raises the <br />question in my mind, Could there be a hidden agenda that I and the rest of us <br />property owners should not know about? <br />Well, this on top of the evenings events and the discussions I had with people have <br />clarified my own opinion and if asked I will only accept "RESIDENTIAL" as the zone my <br />property should be designated as, as well as the entire North Side of Rivlyn Ave should <br />be "RESIDENTIAL ". <br />(See the included copy of my e-mail response to Councilman Cook - as he had asked me <br />to send him when we parted Tuesday night.) <br />Now, if you had gone through all the steps and all the meetings as we had - following the <br />rule - and always been up front and open about where we were and what we were doing, <br />and to be SURPRISED by the Council action, How do think you would have reacted <br />W M AND FEEL ? ? ?? <br />
