D. PROCEDURE FOR AUGMENTING WATER SUPPLIES <br />In preparing for a water emergency, the City needs to consider available sources of water <br />that can be used to augment or replace existing sources. The City of Ramsey has constructed an <br />interconnection with the City of Anoka for short-term emergency supply augmentation. In <br />addition, the City is investigating the viability of a surface water supply with a ground water <br />back-up supply. <br />In regard to alternative sources of water, there are no major sources of recycled water <br />available to the City that would be feasible to use as a backup water source. <br />E. SHORT TERM DEMAND REDUCTION POTENTIAL <br />1. Demand Reduction Potential: Existing per capita water use is high due to the large <br />percentage of new homes on the water system requiring significant sprinkling to <br />establish their lawns. In an emergency, sprinkling bans could easily be instituted. <br />These sprinkling bans would have the potential for significant short-term demand <br />reduction. <br />2. Short -Term Demand Reduction Procedures: The following short-term demand <br />reduction measures are a part of Ramsey's conservation plan. The measures are <br />progressively more stringent for use as the length or severeness of the emergency <br />warrants. Triggers for each of these measures are outlined in the following sections. <br />a. Voluntary Reduction Measures: Public service announcement, "bill <br />stuffers," notices in local paper. <br />b. Sprinkling Bans: Odd/even, total ban in extreme emergency. <br />c. Water Allocation Restrictions: Based on severity of emergency and water <br />use priorities established in next section. <br />F. PROCEDURES FOR WATER ALLOCATION <br />During periods of limited water supplies, public water suppliers are required to allocate <br />water based on the priorities established in Minnesota Statues 103G.261.
