First Priority - Domestic water supply, excluding industrial and commercial uses of municipal <br />water supply, and use for power production that meets contingency requirements. <br />Second Priority - Water uses involving consumption of less than 10,000 gallons per day. <br />Third Priority - Agricultural irrigation and processing of agricultural products (ex. water fill <br />station for agricultural use). <br />Fourth Priority - Power production in excess of the use provided for in the contingency plan <br />under first priority. <br />Fifth Priority - Uses, other than agricultural irrigation, processing of agricultural products, and <br />power production (ex. car washes). <br />Sixth Priority - Non-essential uses. These uses are defined by Minnesota Statutes 103G.291 as <br />lawn sprinkling, vehicle washing, golf course and park irrigation, and other non-essential uses. <br />While initial emergency responses may include actions to augment supplies and/or reduce <br />demands, severe water shortages would require water allocation in accordance with these <br />priorities. Limitations would be imposed on the sixth priority first, followed by the fifth priority, <br />fourth priority, and so on. <br />The City recognizes domestic use, defined as use for general household purposes for human <br />needs such as cooking, cleaning, drinking, washing and waste disposal, as the top priority to be <br />maintained in an emergency. Water used for human needs at hospitals, nursing homes, and <br />similar types of facilities would be designated as top priority to be maintained in an emergency. <br />Lawn Sprinkling would be banned during a water shortage.
