G. ESTABLISHING TRIGGERS FOR IMPLEMENTING PLAN COMPONENTS <br />The critical factor in the Ramsey water system is the well pump supply capacity. For <br />reliability, the system must always have one well pump in the standby or back-up position. <br />Therefore, the capacity of the supply facilities is the capacity with largest well pump out of <br />service. This capacity is defined as the "firm capacity." As the demand reaches the firm capacity <br />of the supply facilities, demand reduction measures must be initiated. ENFORCEMENT <br />Enforcement is an important part of implementing water use restrictions. Earlier in Part <br />II of this Plan, various levels of prioritizing or restricting water use are discussed. Which <br />measures would be implemented would depend on the nature and severity of the water shortage, <br />and the trigger levels defined above. <br />The first means of conserving water would be voluntary reduction measures and banning <br />lawn sprinkling. Water customers would be informed of the measure through public <br />announcements and press releases. A monetary fine may be set in regard to lawn sprinkling <br />depending on the severity of the problem.
