Commissioner Bauer raised the concern of landlocking Outlot A and asked if Outlot A should be <br />reconfigured to align with 159 Lane or if 159 Lane should be extended to assure Outlot A is <br />not landlocked. <br />Mr. Bauer explained that 159 Lane follows the line of the ditch and that is where the ditch <br />crosses. He stated he cannot see it ever being extended because of the wetland. <br />Community Development Director Gladhill displayed a picture of the County ditch that would <br />have to be crossed to extend 159 Lane. He stated a solution would be to combine Outlot A with <br />a Sweet Bay Ridge outlot that exists today. <br />Commissioner VanScoy asked about the length of the 160 Lane cul -de -sac. <br />Community Development Director Gladhill stated he does not have that measurement but <br />estimated that subdivision occurred prior to the restriction for a 600 -foot cul -de -sac. <br />Commissioner VanScoy estimated the length to be over 1,500 feet if measured from Jaspar Street <br />heading west. <br />Chairperson Levine noted the goal relates to public safety. <br />Commissioner VanScoy asked whether a solution would be to connect 160 and 159 <br />Community Development Director Gladhill stated the distance of 160 Lane from Jaspar Street <br />is 1,300 feet to the cul -de -sac and an additional 300 feet into the property. He explained that <br />connecting 160 and 159 Lanes would impact wetlands and require mitigation. Since there is <br />currently no new development to mitigate that cost, it would be borne by the applicant. <br />Motion by Commissioner VanScoy, seconded by Commissioner Maul, to close the public <br />hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners VanScoy, Maul, Bauer, <br />Brauer, and Nosan. Voting No: None. Absent: Commissioner Field. <br />Chairperson Levine closed the public hearing closed at 7:38 p.m. <br />Commission Business <br />Community Development Director Gladhill noted if the findings or resolution reference "undue <br />hardship," he would request flexibility to use the term "practical difficulties." <br />Motion by Commissioner Bauer, seconded by Commissioner Maul, to Council adopt Resolution <br />#14-06-102 approving a Findings of Fact related to a Request for a Variance to Minimum Road <br />Planning Commission /June 5, 2014 <br />Page 6 of 16 <br />
