1988 TRUNK HIGHWAY 10 CORRIDOR STUDY
The TH 10 Corridor Study was prepared to analyze market, land use, and transportation
issues pertaining to land parcels abutting and in close proximity to TH 10. Results of the
analysis were to be used to guide the corridor's land use and frontage road access plans by
specific City and private sector actions.
At the time the TH 10 Corridor Study was prepared, daily traffic volumes on TH 10 were in
the 19,500 to 26,500 range.
IDENTIFIED ISSUES
Major transportation issues from the study are outlined below:
Excessive land use access provided along TH 10. The Corridor Study documented 53
private access points along TH 10 within a 2.65 mile segment.
• Illogically spaced median breaks. Eleven median were identified within the same 2.65
mile segment. Five of these were not associated with intersections.
• Location of railroad right-of-way to the north of TH 10 only provides limited storage
area for southbound vehicles queuing to cross TH 10 on northbound cross streets.
• Need for north/south street overpass across the railroad right-of-way at either CR 83
(Armstrong Boulevard), CR 56 (Ramsey Boulevard), or CR 57 (Sunfish Lake
Boulevard).
• Need to provide additional Mississippi River crossing.
• Lack of direct access between Armstrong Boulevard and Ramsey Boulevard.
It was observed that the intersection of Armstrong Boulevard and TH 10 was controlled by
a STOP sign.
RECOMMENDATIONS
The following recommendations were made in the TH 10 Corridor Study:
• Extend McKinley Street westward from the City of Anoka into Ramsey. The
alignment identified for extended McKinley Street was just north of the Burlington
Working Paper #1
City of Ramsey Comprehensive Plan Update
Transportation Plan Element
Page 5
