Northern Railroad tracks and south of what was the North Industrial Airport site. <br />It was recommended that McKinley Street would operate as a collector street. <br />• Coordinate/negotiate with the City of Anoka to ensure that as McKinley Street is <br />extended west into Ramsey, left -turn lanes and right -turn slip roads would be <br />constructed at the intersection of McKinley Street and Thurston Avenue. <br />• Eliminate direct access to TH 10 from abutting land use, close median breaks not <br />associated with intersections, and develop a frontage road system for access. Develop <br />the south frontage road to accommodate future development of a grade separated <br />interchange at either Armstrong Boulevard or Ramsey Boulevard. Also extend the <br />south frontage road west of its current termination point to Puma Street. <br />Locate the north frontage road to the rear of land uses that front on TH 10. The <br />frontage road should intersect north/south streets at least 200 feet north of the <br />railroad tracks to provide adequate queuing distances for northbound traffic crossing <br />TH 10. <br />• Develop a road system south of TH 10 to support the frontage road and provide access <br />to parcels of land between the frontage road and the river. <br />• Develop east/west link between Armstrong and Ramsey Boulevards at approximately <br />143 Avenue by extending McKinley Street to the west. <br />• Develop CR 116 (Industry Avenue) as a distributor and extend it west from Ramsey <br />Boulevard to Armstrong Boulevard or further. <br />• Develop a network of access roads to serve the area bordered by Industry Avenue, <br />Ramsey Boulevard, McKinley Street, and Armstrong Boulevard. <br />• Select a location(s) for a grade separated crossing of the railroad tracks. Candidate <br />locations are Armstrong Boulevard, Ramsey Boulevard, and Sunfish Lake Boulevard. <br />• Study the feasibility of a Mississippi River crossing at alternative locations. <br />Candidate locations were Armstrong Boulevard, Ramsey Boulevard, and Sunfish Lake <br />Boulevard.
