1990 ANOKA COUNTY TRANSPORTATION PLAN <br />The Anoka County Transportation Plan, first published in July of 1990 and updated in <br />February 1991, was prepared to identify transportation system improvements needed to <br />support the County's planned growth for 2010. The Plan addressed the following: <br />• The planning framework of regional issues, land use environmental constraints, <br />functional classification, and roadway jurisdiction affecting the county <br />• Existing transportation system deficiencies in roadways, bridges, and transit <br />• Future transportation demand on existing and planned facilities <br />• Recommended changes to enhance mobility <br />• Cost estimates for phased implementation of Plan recommendations <br />ISSUES AFFECTING RAMSEY <br />Thoroughfare: <br />Roadway issues discussed in the Plan that affected the City of Ramsey included the following: <br />• Presence of environmental constraints (wetlands, rivers, creeks, parks, and <br />contaminated soil) that prevent continuous and direct road alignments. <br />• Need for new river crossings. <br />• Need to develop north/south minor arterials between TH 10 and County State Aid <br />Highway (CSAH) 22. <br />• TH 10, forecast traffic Volumes for 2010 ranged between 29,600 and 35,300. These <br />volumes were not forecast to result in capacity deficiencies within the City of Ramsey. <br />Public Transportation: <br />The Plan identified the lack of fixed route transit services in the City of Ramsey. The Plan <br />cited a demonstration project, "Anoka County Traveller" service, which was sponsored by <br />Anoka County and the Regional Transit Board (RTB). The project provided dial -a -ride transit <br />service to any county resident to any location within the County.
