CITY OF RAMSEY <br />LAND USE/TRANSPORTATION STUDY <br />STUDY SESSION #3 <br />APRIL 6, 1994 <br />AREA A <br />PREFERRED ALTERNATIVE: TH 47/THURSTON AVENUE CONNECTION <br />Background <br />At Study Session #2, three alternatives were presented which identified a <br />realignment of Thurston Avenue and a potential connection to TH 47. Based on <br />this discussion, the preferred alternative (Scheme C) is shown on the attached map <br />or Figure 1. <br />Description <br />Thurston Avenue is proposed to be extended east while still located in the city of <br />Anoka and a new intersection of County Road 116 would occur approximately <br />500 feet west of the existing intersection of TH 47 and 116. Thurston Avenue <br />would be located on the east side of the wetland and neighborhood access would <br />be maintained to the Flintwood Hills neighborhood. Thurston Avenue would be <br />extended north to intersect with TH 47 in the vicinity of 142nd Avenue. <br />The opportunity to have TH 47 connect directly to Highway 10 via Thurston <br />Avenue providing a grade separated crossing of the railroad warrants further <br />consideration. Additional transportation improvements are proposed at the corner <br />of Nowthen Boulevard and TH 47. Access will be maintained to the existing <br />commercial/retail structures at County Road 116 and TH 47. If Thurston Avenue <br />became the major transportation route it would most likely be designated TH 47 <br />and the former TH 47 south of 116 in the City of Anoka would be "turnbacked" <br />by the State of Minnesota, and become a local collector roadway. <br />Land use surrounding in the TH 47/116 intersection is proposed to remain <br />consistent with the neighborhood commercial designation. The neighborhood <br />commercial acreage will be expanded to the Nowthen/TH 47 intersection. The <br />opportunity to establish clear delineation between residential and commercial land <br />use should be considered. In addition the historic city hall should be relocated and <br />the potential for a city center district evaluated. <br />
