Commission this is Phase I. In being Phase I they want to set precedent so they do-.not continue
to fight the same battles, and because they want to keep the plan to what they envisioned.

Chairperson Nixt asked if they were proposing the units on Ramsey Boulevard.ingress and egress
on Ramsey Boulevard.

Mr. Keely indicated there will be a trail along Ramsey Boulevard, but most of the units are
accessed through the back.

Commissioner Brauer commented the back to back units do 'not seem to have a front.

Mr. Keely noted that was why they were back to back units. He stated there are a lot of these
around town, being a pretty prevalent unit. He indicated the design makes them more affordable,
and the market likes them.

Commissioner Brauer asked if there was green space set aside'for the units on the other side of
the main road.

Mr. Keely indicated there is a green space, although less than originally planned.

Chairperson Nixt asked who was driving the~more public green spaceon the revised plan.

Assistant Community Development Director Trudgeon indicated it was Staff's preference.

Chairperson Nixt stated they have public green space in TC-5; if they are going to increase
density, they sh. ould allow for more intimate green space and not all public.

Assistant Comrnunity Development Director Trudgeon stated Staff felt it might be more
appropriate to bring it forxvard and have porches..opening onto it, allowing for use by those on the
other side of the street as ,well. He indicated they are not saying it has to be; they are looking for
comments.

Commissioner?Brauer stated that now with the main road being a public street, the people on the
other side of that road have no green space without crossing a public street. He thinks they
should have reasonable, green space on the other side also, although he is not sure if that is
economical or not.

Mr. Keely stated he believes they could possibly open up more space. He indicated one rationale
for the front open space was the comments about a wall of buildings. He thinks moving the open
space helps that effect. He stated if that is not a concern, the other plan does just as well.

Chairperson Nixt indicated they have the street issues, setbacks, driveway lengths and open
space. He indicated he would go back to Staff and ask them to tell us how they are defining
setbacks. He commented that he bought into the vision that was being sold, and now he needs
Staff to come back and tell them how to get to that vision. He indicated on the issue of street
setbacks and driveways, he thinks they may have problems with the driveway size. He indicated
it would be his guess that the vehicles in Minnesota are larger than in other areas these products
have been modeled. He would request that Staff give this some thought and make

Planning Commission/December 4, 2003
