Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Kurak, Cook, Elvig, Pearson, and Strommen. Voting No: None. Case #10: Report from Finance Committee The Finance Committee met on October 28, 2003, to discuss the following cases: 1) Authorize Remaining 2003 Parks Capital Improvements The Finance Committee recommended that the City Council authorize staff to prepare plans and specifications for shelters and irrigation at Flintwood Terrace Park and approve $22,256 from Trail fees for the construction of a bituminous trail from 164th Lane to the Lake Itasca Boardwalk. The Committee also discussed the need for a comprehensive plan for trail maintenance, which staff informed the Committee they were already working on. They also discussed that in the future there will probably be a need to purchase equipment for snow removal along the trails. Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the recommendation of the Finance Committee. Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, Strommen, and Zimmerman. Voting No: None. Case #11: Report from Personnel Committee The Personnel Committee met on October 28, 2003 to discuss the following cases: 1) Authorization to Hire Permit Technician The Personnel Committee recommended that the City Council adopt the Resolution #03-10- 291authoriziug the hiring of Catherine Okerstrom for the Permit Technician position at $38,272 annually ($18.40/hour) plus benefits, contingent upon successful completion of criminal background m~d reference checks and passing an employment physical and drug screen. Motion by Councilmember Cook, seconded by Councilmember Kurak, to ratify the recommendation of the Personnel Committee. Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Kurak, Elvig, Pearson, Strommen, and Zimme~nan. Voting No: None. 2) Discussion Regarding the Application Process for Boards and Commissions The Personnel Committee directed staff to meet with the staff liaisons for the various Boards and Commissions to come up with interview questions that would be relative to that particular Board or Commission. In addition, the Personnel Committee reviewed applications that other cities require applicants to fill out when applying for a Board or Commission.
