EVALUATION OF CONCEPTS <br />Relieving the westbound bottleneck at Fairoak Ave. dropped the expected delay and anticipated crashes greatly at <br />and approaching Fairoak. Since more vehicles would now make it to Thurston Ave. quicker, it was anticipated that <br />delay and crashes would increase at Thurston.
