TH 10 Access Planning Study <br />TH 47 in Anoka to Jarvis Street in Ramsey/Elk River <br />BUSINESS AND STAKEHOLDER MEETING #1 <br />October 2, 2013 at Anoka City Hall <br />7:30 to 10:00 AM <br />MEETING SUMMARY <br />Attendees: Maria Veach (Culvers), Amanda Braml (Culvers), Orrin Nyhus (Anoka Tech / <br />Anoka Ramsey), Kris Genck (McDonalds), Lori Smith (McDonalds), Harry Blair <br />(Superamerica), Dave Henderson (ATK), Mike Schook (ATK), Roger Freeman (Anoka Tech / <br />Anoka Ramsey), Carolyn Braun (City of Anoka), Paul Jung (MnDOT), Chris Chromy (Bolton & <br />Menk), Eric Johnson (Bolton & Menk) <br />Common themes discussed at the meeting included: <br />• Safety must be improved, access must be reasonable, and traffic needs to move better <br />• Many people along the corridor are making bad decisions due to unreasonable delay or lack of <br />connections needed — pedestrians and motorists <br />• A barrier is needed to prevent poor pedestrian decisions. This should be coupled with a <br />convenient network of walk/trails <br />• Emergency services need to be able to move through community at all hours <br />• Planned changes must accommodate all modes, including trucks <br />• Recent signal coordination project helped move traffic <br />• The $300 million vision is an unreasonable amount. Need a realistic vision that can be funded and <br />implemented. <br />• A realistic vision will get political support <br />• Be sensitive to the community in planning <br />• City of Anoka has a limited tax base with 1/3 of the community being tax exempt. In addition, the <br />City is fully developed and so new businesses or relocation in the community is difficult. Tax <br />base that commercial business provides is critical to the community. Business interests are key to <br />the council. <br />• Group discussed the community golf course and potential conversion to taxable uses. Group felt <br />City will not give up that community resource. <br />• Discussion on past planning efforts felt to be bad for businesses. <br />• How have other cities fared through and after major transportation changes (i.e. Belle Plaine and <br />Rogers)? <br />• Frontage road connections needed <br />• Businesses need to know future plans so private investments in those businesses can be properly <br />planned for <br />
