you are not supposed to tax increment development that have come in anyway. <br /> <br />Councilmember Cox stated that Ramsey is capital/zing on development that the <br />City knew was ooming. The Tax Increment plan proposes to take the tax <br />increment fr~m that district and spend it in another project area, which may <br />indirectly benefit the developers in that tax increment district. The C/ty may <br />have problems taking that money from that district and not using it adjacent to <br />the area that is paying those tax increment dollars. <br /> <br />Ms. Waelti stated that the appropriate use of those monies is a Council <br />decision. <br /> <br />Mayor Heitman inquired to the process involved in amending an adopted Tax <br />Increment Plan. <br /> <br />Ms. Waelti stated that any geograI~hic changes to tax increment districts and <br />project area and an increase to public expenditures would require a hearing <br />process. Use of tax increment money in the Tax Increment Program. is only a <br /> <br />CounclA unanimously consente~ to ulspense With rne reaGlng or the resolution. <br /> <br />Motion by Councilmember Cox and seconded by Councilm~mber Reimann to adopt <br />Resolution #85-169 approving the establishment of Development District No. 1 <br />and the Development Progr~ relating thereto and establishing Tax Increment <br />Financing District No. 1 and approving the Tax Increment Financing Plan <br />relating thereto. (Please refer to resolution file for Resolution 985-169). <br /> <br />Further Discussion: Councilme~ber Cox inquired if it would be appropriate to <br />include ang:ther pr~ect area in the Tax Increment Program at this time.
