Voting No: None. <br /> <br />Councilm~mber Cox thanked County ~issioner Haas for getting County <br />assistance in the Waltek situation with MPCA. <br /> <br />Request For Off-Sale Liauor License: Case _.Of Mr. C~Drge Wilcox: <br /> <br />Mr. Goodrich stated that State 1~ allows for 12 off-sale liquor licenses in <br />Ramsey; City Ordinance limits the City to 2 off-sale liquor licenses. Mr. <br />Wilcox is applying for a 1/quor license at Discount 10, which is currently <br />vacant. Council can choose to disregard that building and advertise that <br />Ramsey has 1 off-sale liquor license available. Mr. Goodrich stated that he is <br />of the opiD/on that Ramsey has an obligation to that vacant Discount 10 <br />building a~d would be hard pressed to show a court that the City does not <br />intend to allow off-sale in that building. <br /> <br />Motion by Councilmenber COx and seconded by Councilme~ber Re/mann to schedule a <br />public hearing for September 10 regarding Mr. Wilcox' application for an off- <br />sale liquor license at Discount 10. <br /> <br />Further Discussion: Mayor Heitman inquired if this action would set a <br />precedence. Mr. Goodrich replied but it p~obably would but he has seen cases <br />where existing uses establish priority. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case ~- Discussion Re~arding Requ~ est From Mr. And Mrs. Joseph Stack.. <br /> <br />Mr. Stack was present and requested that the City take over road easement <br />access from County Road %64 to 181st Avenue 5W as there are now two other h~es <br />using the easement.
