Motion carried.

Authorization To Advertise For A Building Official:

Gouncilm~pber Reimann stated that the Personnel Committee is recommending to
advertise for a Level II Building Official rather than a Director of Technical
Servioes to fill Mr. Berg's position. Gouncilm~pber Reimann stated that City
Assessor Wirz is busy with assess~pents but will be available for final
inspections.

Council~pber COx inquired as to the definition of Level I and Level II
Building Inspectors and Mr. Wirz' classification.

Mr. Berg stated that Level I is oertified to inspect one and two family h~pes;
~evel II is Certified to inspect all buildings; Mr. Wirz is a Level II.

Councilm~p~ber COx suggested that it would be more prudent to hire a Level I
Building InspectOr--that Gould upgrade himself; this suggestion is based on the
fact that the City already has a Level II Inspector on board.

Councilm~pber Reimann stated that a Level II would be a more qualified person.

Mr. Berg pointed out that the City doesn't even have to have another Certified
Building Inspector.

Gouncilw~pber Reimann stated that a lot of the City's problems go back to when
the building permit was issued; don't want to put Ramsey in a bad position by
hiring an unqualified person.

Motion by Counciln~mber COx and seGonded by Counciln~mber Reimann to table this
case until the Sept~Tber 24, 1985 Gouncil meeting.

Further DiScussion: Councilmember Reimann asked Counciln~pber Sorteberg if he
feels the City should proceed to advertise the position. Gounciln~pber Cox
stated that specifying Level II in the ad will eliminate a lot of good,
conscientious, hardworking inspectors fr~ consideration. Council~ber
Sorteberg stated that the <Dst between Level II and Level I is not that great
and feels the City should hire a Level II. Counciln~mber COx stated that the
discussion seems to imply that the City will have no problems it a Level II is
hired.

Motion failed. Voting Yes: Councilmember COx. Voting No: Mayor Heit~an,
Councilmembers Sorteberg, Reimann and Schlueter.

Motion by Counciln~mber Cox and seconded by Council~ber Reimann to authorize
the City ~inistrator to advertise for a Building Inspector and not specify
the level of Inspector desired. It is directed that the ad be placed in the
Minneapolis Star and Tribune Sunday edition, the St. Paul Dispatch and Pioneer
Press Sunday edition and the Anoka County Union and Shopper.

Motion carried.
and Schlueter.

Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann
Voting No.' None.
September 17, 1985
