Mr. Raatikka presented a map designating areas in the City experiencing <br />drainage probleTs. Mr. Raatikka noted that some portions of the City have <br />not had elevations or bench marks established and recommended doing so at <br />an approximate cost of $7,000-$8,000. This cost would also include a <br />reproducible map. <br /> <br />Council~e~ber Cox stated that enforcing the allowance of building permits <br />on areas that were always designated as wetlands and a change in personnel <br />could have prevented a lot of these building permits fro~ being issued and <br />we would not be having these proble?s today. <br /> <br />Mayor Heitman stated that he is in favor of doing bench marks; it will <br />serve as a reference point and future building inspectors will use <br />caution in approving permits if they know there once was water there. <br /> <br />Council~Tber Reimann stated that some of that information is already <br />available but properties are not researched before building permits are <br />issued; in some cases, people are determined to build and get County <br />approval to override the City's denial. <br /> <br />Motion by Mayor Heitwan and seconded by Councilwe~ber Reimann directing <br />the City Engineer to prepare a proposal for establishing elevations and <br />bench marks, identifying the information to be provided and costs; to <br />bring the proposal back to City Council for review. <br /> <br />Motion carried. Voting Yes: Mayor Heitwan, Council~e~bers Sorteberg, <br />Cox, Reimann and Schlueter. Voting No: None. <br /> <br />2. Re_port on p~wp_ ing of drainage _po~ - <br /> <br />Mr. Raatikka stated that p~ping equi~x~ent has been purchased for $9,000+ <br />and a p~ping schedule has been established. <br /> <br />Council~ber Reimann stated that Pubic Works Superintendent Mevisson <br />is requesting approval to hire part-time help to operate the pumps <br />because the public works department is getting behind on regular City <br />work. Councilme~ber Reimann stated that he instructed Mr. Mevisson to <br />hire personnel in the range of $6-$10/hour. <br /> <br />Motion by Counciln~ber COx and seconded by Council~ber Sorteberg <br />directing the City Engineer to review the costs and possibility of <br />obtaining donated easements from Helen Nebelung, 17675 Argon St. 5W and <br />Arla Voltin, 6410 162nd Avenue ~ in return for swaling drainage from <br />culverts away from drainfields; that the City Engineer report his findings <br />back to City Council. <br /> <br />Motion carried. Voting Yes: Mayor Heit~an, Council~embers Sorteberg, <br />Cox, Reimann and Schlueter. Voting No: None. <br /> <br />Mr. Goodrich stated that per Mr. Raatikka's me~o dated October 18, 1985 <br />Mr. Gary Hawks on Lot 4, Block 6, Barthel's Rum River Acres is requesting <br />that the ditch on the east side of his lot be cleaned.
