February 1st of each year; 11) Employee shall accrue sick leave at a rate of 1 <br />day per month to a maximum accrual of 60 days, employee shall be credited with <br />10 working days of sick leave immediately; 12) Employee will be allowed to <br />take personal time off in lieu of time spent outside the typical 40 hour work <br />week; 13) Employer shall pay annual membership dues on employee's behalf in <br />the International City Management Association and Minnesota City Management <br />Association; 14) Employer shall reimburse employee for employment related <br />expenses including, but not limited to meals, travel, professional <br />subscriptions and civic organization memberships and mileage for use of <br />employee automobile; 15) Employer shall pay for all employee relocation <br />expenses; 16) ~is agreement is binding of the employer, employee and the <br />successor, assigns and heirs of each respectively. Mr. Goodrich stated that he <br />believes Mr. Hartley will accept the offer for employment if Ramsey offers the <br />salary being requested and some moving expenses. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann, for further <br />discussion, to advise Mr. David Hartley that the City of Ramsey did make an <br />offer for ~ployment and that Mr. Hartley's non-acceptance should mean that <br />Ramsey City Council is no longer interested in Mr. Hartley; that Ramsey should <br />re-advertise the position in a manner that would not exclude the private sector <br />from applying. <br /> <br />Further Discussion: Councilm~m~er Reimann stated that Ramsey made a fair <br />proposal based on Mr. Hartley's administrative experience and he is not in <br />favor of offering a higher salary without seeing some on the job performance to <br />back the demand. Councilm~mber Reimann stated that he will not vote favorably <br />to hire Mr. Hartley under Mr. Hartley's conditions; Council action to fill the <br />administrator position should be accomplished with a 5-0 vote. Mayor Heitman <br />stated that he feels the net affect between the original proposal for <br />employment and Mr. Goodrich's suggestion of a counter-offer to the salary <br />requested and some moving expenses are roughly the same; Council would be <br />foolish not to hire this employee and get this City going again. Councilmember <br />Sorteberg inquired as to what other cities in the metro area are paying their <br />city administrators. Councilm~mber COx stated that people are demanding salary <br />increases with no justification, even if the ~mployer cannot afford to pay it. <br />Mr. Goodrich read statistics of what other city administrators in the metro <br />area are receiving. Mr. Jack Ippel stated that Council is comparing the salary <br />offered to what other cities are paying their administrators; the difference is <br />that Ramsey is now put in a competitive situation because Ramsey is in the <br />market for an administrator. Mr. Ippel stated that according to the figures <br />Mr. Goodrich read, Ramsey has the opportunity to hire a qualified individual to <br />do the job for $6,000 less than the enc~m~bent administrator was receiving; if <br />this is so, Ramsey will have done a very good job in filling the position. <br />Councilmember Reimann stated that the responsibilities of the position have <br />decreased with the additions to City Staff. Mr. Goodrich noted that Mr. <br />Schnelle's comp time in 1985 amounted to $4,000-$5,000; the new administrator <br />will not receive oomp time. <br /> <br />Mayor Heitman called for a roll call vote: <br /> <br />Councilmember Schlueter - Naye <br />Councilmember Reimann - Aye <br />Mayor Heitman - Naye <br /> December 17, 1985 <br /> <br />Page 2 of 7 <br /> <br /> <br />
