Councilmember Cox stated that the Charter Commission should be requested to take an objective look at this feature in the charter; a lot of people feel that the charter was definitely created to stop the opportunity for somebody to provide what makes living in this community possible, tax base. Charter Commission Chairman Sieber was present and affirmed that the Commission would make an objective review of this section of the charter. d) Ordering Of Feasibility Report For Sealcoating Projects For 1985 - Council unanimously consented to dispense with the reading of the resolution. Councilmember Cox suggested that when it comes to second tim~ sealcoating projects, the City consider picking this up out of the General Fund; maybe when the entire community is blacktopped, the City may want to deviate from it's present policy of assessing for sealcoating, in order to get away from all the citizen objections; not saying we want to pick it up in the general fund, but it is something to be looked at. Mr. Berg stated that including sealcoating in the general fund would probably require raising tax levy limits. Mr. Berg also noted that businesses pay the largest portion of taxes and this would increase the burden on them. Councilmember Sorteberg inquired if some of these areas should be sealcoated; that some of the neighborhoods are not fully developed and have very little traffic. Mr. Berg stated that lack of traffic is worse than a lot of traffic on blacktop. Motion by Councilmember COx and seconded by Councilmember Reimann to adopt Resolution #85-11, #85-12, #85-13, #85-14, #85-15, #85-16, #85-17, #85-18, #85-19 and #85-20 ordering feasibility reports for seal. coating projects in 1985. (Please refer to resolution file for Resolution #'s 85-11 thru 85-20). Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. e) Request To Discuss Street Grades At The Intersection Of County Road #5 and Azurite Street NW - Councilmember Cox stated that this intersection has always been a bad r ~.kt~ situation; that years ago he brought attention to it and recommended ~ ~3.3~t~'~ the elevation but nothing was ever followed up. Councilmember Cox stated that he has seen near miss accidents at this location, including school buses, and he was involved in an accident at this location about 5:00 p.m., December 31, 1984. Councilmember Cox stated that it is time that Council takes some action on this intersection. ~ ~ Mayor Heitman inquired as to how the cost or~7~g~tne elevation would be assessed.
