Councilmember Cox stated that the Charter Commission should be requested to <br />take an objective look at this feature in the charter; a lot of people feel <br />that the charter was definitely created to stop the opportunity for somebody <br />to provide what makes living in this community possible, tax base. <br /> <br />Charter Commission Chairman Sieber was present and affirmed that the <br />Commission would make an objective review of this section of the charter. <br /> <br />d) Ordering Of Feasibility Report For Sealcoating Projects For 1985 - <br /> <br />Council unanimously consented to dispense with the reading of the resolution. <br /> <br />Councilmember Cox suggested that when it comes to second tim~ sealcoating <br />projects, the City consider picking this up out of the General Fund; maybe <br />when the entire community is blacktopped, the City may want to deviate from <br />it's present policy of assessing for sealcoating, in order to get away from <br />all the citizen objections; not saying we want to pick it up in the general <br />fund, but it is something to be looked at. <br /> <br />Mr. Berg stated that including sealcoating in the general fund would probably <br />require raising tax levy limits. Mr. Berg also noted that businesses pay the <br />largest portion of taxes and this would increase the burden on them. <br /> <br />Councilmember Sorteberg inquired if some of these areas should be sealcoated; <br />that some of the neighborhoods are not fully developed and have very little <br />traffic. <br /> <br />Mr. Berg stated that lack of traffic is worse than a lot of traffic on <br />blacktop. <br /> <br />Motion by Councilmember COx and seconded by Councilmember Reimann to adopt <br />Resolution #85-11, #85-12, #85-13, #85-14, #85-15, #85-16, #85-17, #85-18, <br />#85-19 and #85-20 ordering feasibility reports for seal. coating projects <br />in 1985. (Please refer to resolution file for Resolution #'s 85-11 thru <br />85-20). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />e) Request To Discuss Street Grades At The Intersection Of County Road #5 <br /> and Azurite Street NW - <br /> <br />Councilmember Cox stated that this intersection has always been a bad r ~.kt~ <br />situation; that years ago he brought attention to it and recommended ~ ~3.3~t~'~ <br />the elevation but nothing was ever followed up. Councilmember Cox stated that <br />he has seen near miss accidents at this location, including school buses, and <br />he was involved in an accident at this location about 5:00 p.m., December 31, <br />1984.
