this issue back to the Personnel Committee. <br /> <br />Mr. Schnelle stated that when a position comes due to be placed on permanent <br />employment status a recommendation is submitted to the Personnel Committee; <br />that Committee reviews it and makes a recommendation to Council. Considering <br />that this particular position works extensively with several commissions, the <br />chairpersons of those commissions were also approached for recommendations; <br />they were obtained and also submitted to the Personnel Committee. The <br />Personnel Committee met and approved the placement of this person on permanent <br />employment and made a recommendation to Council accordingly. The Personnel <br />Committee had adequate time to reflect on their recommendation and there was <br />no reflection until April 10. <br /> <br />City Attorney Goodrich stated that the motion on April ~8 was to table this <br />case until Council's next meeting; there was scme discussion as to whether <br />that should be April 16 or April 23. <br /> <br />Mr. Schnelle stated that this case was initially included on the March 26, <br />1985 Council agenda. <br /> <br />Council unanimously consented to dispense with the reading of the resolution. <br /> <br />Motion by Councilm~mber Schlueter and seconded by Mayor Heitman to adopt <br />Resolution 985-80 which removes Anne Norris from probationary status and makes <br />her a permanent employee as the City of Ramsey's Urban Economic Development <br />Planner. (Please refer to resolution file for Resolution 985-80). <br /> <br />Further Discussion: Councilmember Reimann stated that he still is of the <br />opinion that the matter should be put back to the Personnel Committee to <br />discuss what the addition of this position will cost the City according to the <br />5 year progression plan. Mayor Heitman stated that if the addition of one <br />individual is going to have that dr~atic an affect on the City's health and <br />fiscal soundness, then the City is in a lot of trouble. Councilmember Reimann <br />stated that all the positions should be addressed now that there is a union. <br />Mayor Heitman stated that those kinds of considerations should have been made <br />all along. Mayor Heitman stated that if actions precipitate action, the <br />Personnel Committee should have looked ahead to what they were precipitating <br />and made themselves aware of the what the costs were going to be before they <br />started out. Councilmember Cox inquired if 'before they started out' meant <br />prior to the first hiring.
