Councilmember Hendriksen stated that if the document is to be used as a planning tool, the last <br />study did not identify what the City should be encouraging or discouraging to be fiscal in the <br />future. The other limitation of the previous study was that it did not compare gross versus net <br />and what might create revenue for the City, but increase costs. <br /> <br />City Administrator Norman replied that they could add that element to the study. He noted he <br />would request a quote including that element. <br /> <br />Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to recommend that the City <br />Council authorize Juran and Moody to complete a Fiscal Impact Study, including the performa <br />portion, subject to Council approval on the final cost. <br /> <br />Further discussion: Councilmember Zimmerman inquired as to when the last time was that <br />industrial tax was reduced. Finance Officer Lund replied that industrial tax was reduced last <br />year. Councilmember Zimmerman stated that that would be an important factor when the <br />projections are being done. Councilmember Hendriksen inquired if staff envisioned that factor <br />being included in the study. City Administrator Norman replied yes. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #3: B & B Carpet-Ramsey Professional Building Access Issue <br /> <br />Finance Officer Lund stated that on November 13, 2001, staff received Council approval to <br />construct sewer and water improvements to benefit the Ramsey Professional Building and to <br />acquire a 42-foot fi'ontage road easement across the front of the Ramsey Professional Building on <br />Highway 10. In addition to those items, a right-of-access for Ramsey Professional Building was <br />negotiated. The costs involved were $30,000 for the frontage road easement and fight of access <br />and an additional $46,113 for the sewer and water improvements. In addition to the <br />improvements to the Ramsey Professional Building, it was determined that the access to <br />Highway #10 had to be moved to accommodate both the Ramsey Professional Building and B & <br />B Carpet. The cost associated with moving the access to a mutually acceptable site is $51,708. <br />Of that alnount, Ramsey Professional's share amounts to $28,914 and B & B Carpet will be <br />$22,794. A mutually accepted agreement, which was directed by Council for staff to negotiate <br />with both parties last year, was reached. The agreement included acquiring a 42-foot frontage <br />road easement across the front of the property of B & B Carpet and a 30-foot utility easement <br />across the back of the property and acquisition of the fight-of-access. The following is a <br />breakdown of the costs to be incurred by the City: <br /> <br />· $30,000 to Ramsey Professional Building.
