· $22,794 to 1~ & l~ Carpet to assist them in moving the access to Highway #10 and right-of- <br /> way access. <br />· Total costs of all three projects would be $98,907. <br /> <br />Funding for the sewer and water improvements in the amount of $46,113 would be funded from <br />the sewer and water utility funds. The remainder of the project costs ($52,794) would be funded <br />from the General Fund. On a related matter to B & B Carpet, it was determined that it would be <br />in the best interest of the project to extend the duration of the TIF District for B & B Carpet. <br />Extending the duration of the Redevelopment TIF District is statutorily allowed. Because of the <br />recent legislative changes, the pay-as-you-go TIF Financing offered to B & B Carpet falls <br />extremely short of earlier projections. The issue of extending the life of the TIF District was <br />addressed in order for the City to obtain a mutually acceptable agreement between both parties. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that the City <br />Council authorize the $22,794 to B & B Carpet to assist them in moving Highway #10 access <br />and direct staff to extend the duration of TIF District No. 7 for B & B Carpet from 2015 to 2025. <br /> <br />Further discussion: Councilmember Zimmerman stated that he did not know if he was willing to <br />spend $50,000 to cmTect the issue when eventually there will probably be a frontage road in the <br />area that will correct the problem. City Administrator Norman explained that the City will be <br />receiving frontage road right of way as part of the transaction. Councilmember Hendriksen <br />stated that the issue is that B & B Carpet took the access that was servicing their neighbor and <br />placed it in front of their building. Councilmember Zimmerman replied that according to the <br />aerial photographs, the access is in the same location as it was prior to the construction of B & B <br />Carpet. What changed is that the easement was built over. Councilmember Hendriksen inquired <br />as to what the City will be getting for the money. City Administrator Norman replied that the <br />City would be receiving the frontage road right-of-way. Councilmember Hendriksen inquired if <br />the need for a frontage road along Highway #10 significantly changed with the proposed <br />realignment of Highway #10. City Administrator Norman replied yes. Councilmember <br />Hendriksen recommended discussing the issue further at a Public Works Committee meeting. <br /> <br />Motion was withdrawn. <br /> <br />Councilmember Anderson inquired if the issue was time sensitive. <br /> <br />City Administrator Norman replied no. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to forward the issue <br />to the Public Works Committee for further consideration. <br /> <br />Further discussion: Councilmember Kurak noted that she was very uncomfortable with the funds <br />coming from the general fund.
