<br />Case #4: Approve Central Park's Entrance Project
<br />
<br />Parks/Utilities Supervisor Boos stated that over the course of the last year, the Park and
<br />Recreation Commission and City Council have been refining the Central Park Entrance project to
<br />meet the objectives of achieving a quality and appealing product, at a reasonable cost. This past
<br />winter, Council authorized $28,000 from the Lawful Gambling Improvement Fund to initiate the
<br />project. Concept plans were prepared and provided to the Commission and City Council.
<br />During March 2002, detailed plans and specifications were finalized, with April 4, 2002, as the
<br />deadline for submitting quotations. Six individual contractors provided quotes on the project,
<br />three on sign work and three that bid on all of the wall and landscape elements. The sign bids
<br />came in at $9,893.75, $14,869, and $16,889. The wall and landscape quotes were $56,368,
<br />$59,082, and $65,648. Combining the lowest quote on the sign and the middle quote on the
<br />landscape (the low bid did not include the path), results in a project cost of $68,975.75.
<br />However, by separating some of the elements, the project costs can be reduced $9,365.82, for a
<br />total of $59,609.93. City forces in any instance will be hauling soil and providing grading of the
<br />site, in addition to inspections and coordination of the various trades. It was noted that the
<br />project is just the entrance monument with sign, landscaping, sod and perennial wildflower
<br />seeding, and the connecting bituminous trail. At the direction of Council, all the water related
<br />features, lighting, fountain and irrigation were not included. However, it was believed that the
<br />remaining project is of high quality, and will be impressive, durable and stand the test of time.
<br />The Finance Committee was not being asked to reduce the quality of Central Park's Entrance to
<br />meet the earlier dollar amount reserved, but rather allocate the funds necessary to meet the
<br />desired objectives of an entrance worthy of Central Park, and benefiting the City of Ramsey in
<br />terms of greeting visitors. Staff believed that the project could be completed in time for the June
<br />Community Picnic and all the summer events at Central Park. To move forward with the project,
<br />staff recommended that the following expenditures be approved:
